Kentlerde değişim ve dönüşüm kentlerin varoluşundan beri devam etmektedir. Zamanın gereklilikleriyle değişen yaşam koşulları yeni ihtiyaçlar, yeni fonksiyonlar, yeni mekanlar ortaya çıkartmaktadır. Bu değişim, öncelikle kentlerin fiziksel kimliğini oluşturan mimari yapısında kendini göstermektedir. Bir kenti ayrıcalıklı kılan en önemli husus, kentin kendine özgü karakteristik değerlere sahip olmasıdır. Bir kenti farklılaştıran bu gibi ayırıcı özellikler kent kimliğini meydana getirir. Kentsel kimlik pek çok açıdan önemli bileşenler içerir. Kentin algısını artıran, belleğe yerleştiren, imgeler oluşturan yapılar ve belirledikleri kentsel mekanlar, tek tek ve bütün olarak kent kimliğinin dolayısıyla kentlerin var olmasını sağlayan önemli bir bileşendir. Bu Çalışma, Artvin Merkez İlçe içerisinde, Kentin girişi noktası olarak önemli bir konuma sahip olan, Çoruh Nehri kıyı yerleşmesindeki değişim ve dönüşümü değerlendirmektedir. Bu kapsamda, bu bölgede yer alan Üniversite Yerleşkesi içindeki yapılar, İl Jandarma Komutanlığı yapısı, bir lise yapısı üzerinden görsel bir değerlendirme yapılmaktadır. Çalışmanın sonucunda; Bölgede son on yıl içinde inşa edilen yapıların ne çevresi ile ne de birbirleri ile ilişki kuramadığı görülmektedir. Aslında bölgede herhangi bir yapılaşma karakteri de yoktur. Farklı mimari üsluplar, farklı ölçekler, farklı renk ve doku özelliklerine sahip Kamusal Yapılar Nehir Kıyısında karmaşa yaratmaktadır. Çalışmada, Kamusal Yapıları içeren bu değerlendirmeler sonucunda yapıların ve kentsel mekanların kentin kimliğine ve gelişimine olası etkileri ve önemi vurgulanmaktadır.
Change and transformation in cities have been going on since its existence. Changing living conditions with the necessities of time creates new needs, new functions and new spaces. This change firstly manifests itself in the architectural structure of cities, which constitutes their physical identity. The most important thing that makes a city privileged is that the city has its own characteristic values. Such distinctive features that make a city different create the urban identity. Urban identity includes important components in many respects. The buildings that increase the perceptibility of the city, place it in memory, create images, and the urban spaces they determine are an important component that ensures the existence of the urban identity, thus the cities. This study evaluates the change and transformation of the coastal settlement of Çoruh River, which has an important position as the entrance point of the city in Artvin Central District. In this context, a visual evaluation was made on the buildings in the University Campus, the Provincial Gendarmerie Command building and a high school building in this region. As a result of the study, It has been observed that the structures built in the last ten years in the region have not been able to establish a relationship with their surroundings or with each other. In fact, there is no building character in the region. Public Buildings with different architectural styles, different scales, different colors and textures create confusion on the Riverside. In the study, as a result of these evaluations including Public Buildings, the possible effects and importance of buildings and urban spaces on the identity and development of the city are emphasized.
