İngiltere´nin Erzurum Konsolos Vekili Albay P. H. H. Massy geleneksel Anglo-Sakson hariciye sisteminin bir gereği olarak 18 Mart 1899´da vilâyetin ticaret hacmine dair raporunu kaleme almıştır. Çalışmada ana kaynak olarak yararlanılan İngiliz Konsolosluk raporu Erzurum Vilâyeti merkez olmak üzere bölgenin sosyo-iktisâdi yapısına katkı sağlayacak önemli bilgileri ihtiva etmektedir. Çalışmada; Erzurum Vilâyeti´nin geçmiş yıllardaki ve mevcut pazar durumlarının karşılaştırılması, ihracat ve ithalat rakamlarıyla ilgili istatistiki veriler Amerika, Almanya, Fransa, İngiltere, Avusturya, Belçika, Rusya gibi Batılı ülkelere vilâyetten ihraç/ithal edilen ürünlere dair bilgiler yer almıştır. Bu bağlamda çalışmada, Osmanlı Devleti´nin yıkılma sürecine girdiği bir dönemde Konsolosluğun gözünden vilâyetin ticarî potansiyeli ve bu pazarda İngiltere´nin bölgedeki ticaret hacminin artırılması için yapılması gerekenleri ortaya koymak amaçlanmıştır.

Abstract:

Colonel P. H. H. Massy, Deputy Consul of Erzurum in England, received a report on the trade volume of the province on 18 March 1899 as a result of the traditional Anglo-Sakson external system. The report of the British Consulate, which was used as the main source in the study, contains important information that will contribute to the socio-economic structure of the region, including the Erzurum Provincial Center. The study; comparison of the current market conditions of the Erzurum Province in the past years, statistical data related to export and import figures included information about the products exported/imported from the province to Western countries such as the United States, Germany, France, Britain, Austria, Belgium, Russia. In this context, the study aimed at revealing the consulary’s trade potential in a period in which the Ottoman State entered the collapse and what should be done in this market to increase the volume of trade in the region.
