Abstract:

Cittaslow is a sustainable city model recognized worldwide. The Cittaslow Municipality Association, which was launched in 1999 with four small Italian municipalities, has reached 278 cities in 30 countries by 2021. Currently located in Central Italy, Cittaslow is trying to raise awareness for cities to exist with their own cultural identities. Theaslow, which offers a city model consisting of 7 policy titles and 72 criteria, provided that at least half of membership is provided in the first stage, recognizes flexibility to the relevant city governments (the institutions that are admitted to the municipalities) for those who are not yet implemented. Although the above Cittaslow criteria are important and necessary, the "democracy" and "democratic participation", which are the subject of this study, are not included in the titles, democracy and participation in non-binding expressions remain at the very threshold level. However, Cittaslow claims to be a sustainable city model with public support and public will. Local democracy, from election to election, is not limited only to voting, it is necessary that the criteria of Cittaslow are implemented and that the people are applied to the game in all decisions concerning the city if necessary. This study "Is the Cittaslow criteria sufficient in terms of local democracy and democratic participation?" The question is written in motion. The hypothesis of the study is as follows: “Because the population of the cittaslow cities is low, the lack of voters and the principally positive attitude of theaslow organization on the use of technology is favorable to direct democracy through mobile phones.” in its form. The study is not just satisfied with this, it is suggested a title and sub-criteria called Citta-MODD (Cittaslow Mobile Direct Democracy). The fact that the Cittaslow International Union Regulations have been changed several times from the establishment of the Union to the present day, is evidence of how dynamic it is in its structure. This study center took one of the most popular institutions of slow philosophy, Cittaslow. In addition to Cittaslow’s existing criteria, he hopes to propose a new title that will highlight local democracy and participation. This proposal is considered to be in line with the spirit of the philosophy of slowness.
