Abstract:

Since the mid-20th century, the concept of strategic management has begun to play an active role in the processes of making, implementing and completing decisions on the future. Minimizing risks by predicting and determining appropriate strategies, properly conducting the current situation analysis and correctly predicting the effects of similar factors is a must for and institutions to success. To this, strategic planning and management needs to be adopted as a corporate vision. Strategic management involves understanding of the organization’s strategic status, strategic preferences and strategic turns in its activities to the future. Strategic management, a management technique used in making future decisions, consists of a set of decisions, the implementation of these decisions and the control of the results of their implementation. It is impossible to clearly know or predict what could happen in the future. In an unknown environment where what the future will bring, the people and institutions make plans for their future to be able to get the least influenced of what can happen and to the objectives set. The most important element of strategic management is the shaping of the future. In order to realize the vision of the institution in the long run, it is necessary to make a strategic plan, which is an element of strategic management by analyzing the current situation in accordance with concrete data, and to implement these plans, to success. This study examines the effectiveness of the strategic management process and strategic plans in the public institutions in Turkey. First, a conceptual framework begins with the meaning of the strategy is drawn up, the characteristics of strategic management and contribution to organizations are explained, then the relationship between strategic management and strategic plan is established. In the last part of the study, the strategic management and planning issues in Turkey, the development of strategic management and planning and strategic planning are assessed within the framework of the search for activities.
