Devletlerin resmî yazışma gelenekleri, onların uygarlık seviyeleri, idari teşkilatlanma konusundaki başarıları, içişleri ya da dışişleri ile ilgili meseleleri çözme yöntemleri, kültürel etkilenmeleri gibi konularda pek çok göstergeyi içerir. Bu nedenle hem tarihî hem de çağdaş dönemlere ait resmî yazışmalar, söz konusu devletlerin siyasi ve kültürel tarihi ve ayrıca dilleri konusunda da çok şey söylerler. Bu anlamda, resmî yazışmalar üzerine yapılacak incelemeler hem tarih hem dilbilim hem de diplomatik gibi bilim dallarına önemli katkılar sağlar. Türk dili, günümüzde ve tarihin uzun dönemleri boyunca Türk ve Türk soylu devletlerce resmî yazışmalarda kullanılmıştır. Kendine özgü üslup ve rükün geleneğine sahip Osmanlı diplomasisinin dili, büyük oranda Arap ve Fars geleneklerinin etkisinde şekillenmiştir. Kırım Hanlığının diplomasi dili ise Uygur yazışma geleneğinden itibaren süregelen ve Türk-Moğol imparatorluğu aracılığıyla hanlığa aktarılan Doğu Türk yazı dilinin etkisindedir. Türk kültür tarihi ve bunun önemli bir parçası olan yazışma ve diplomasi geleneğini temsil eden çok sayıda Kırım diplomatik yarlığı, Türk dilinin kendi yapısal işleyişi ve sözvarlığı ile oluşturduğu bir diplomasi dilinin örnekleridirler. Denebilir ki; Türk dilinin büyük oranda öz kaynakları ile oluşturduğu bir diplomatik dil varsa bu, Altın Orda Devleti ve onun devamında da Kırım Hanlığının diplomasi dilidir. Bu çalışmada, Türk dilinin devletlerarası diplomaside başarılı bir biçimde kullanımına ve yazı dili olarak gelişimine tanıklık eden Kırım diplomatik yarlıkları incelenecektir.
The official communications traditions of the states include many indicators on topics such as their levels of civilization, their achievements in the field of administrative organization, the methods of solving issues related to their internal or external affairs, and their cultural influences. Therefore, the official communications of both historical and contemporary periods say a lot about the political and cultural history of the states concerned and also their languages. In this sense, the studies on official communications make significant contributions to both history and linguistics and diplomatic sciences. The Turkish language has been used today and throughout the long periods of history by the Turkish and Turkish noble states in official communications. The language of the Ottoman diplomacy, which has its own traditions and traditions, has grown largely under the influence of Arab and Persian traditions. The diplomatic language of the Crimean dynasty is under the influence of the Eastern Turkish writing language, which continues from the Uighur communication tradition and is transmitted to the dynasty through the Turkish-Mongol Empire. The numerous Crimean diplomatic semesters, which represent the Turkish culture history and the communication and diplomacy tradition, which is an important part of it, are examples of a diplomatic language in which the Turkish language forms its own structural function and vocabulary. It can be said that if there is a diplomatic language that the Turkish language is largely formed by its own sources, it is the diplomatic language of the State of the Golden Orde and its continuation of the Crimean Kingdom. This study will study the Crimean diplomatic semiconductors that witness the successful use of the Turkish language in the intergovernmental diplomacy and the development of it as a written language.
