Bu makalede yoksulluk yardımı alan yoksul kimseler ve yoksulluk yardımı dağıtmakla sorumlu olan Sosyal Yardımlaşma ve Dayanışma Vakfı (SYDV) çalışanlarının yoksulluk yardımını nasıl değerlendirdikleri, hangi kavramlar üzerinden bu olguyu anlamaya çalıştıkları ve bu iki grubun yoksulluk, yoksulluk yardımı ve yoksul kimselere ilişkin düşüncelerinin benzerlik veya farklılıkları ele alınmaktadır. Bu makaleye konu olan çalışma, 2016 yılında SYDV’ den yardım almak için başvuruda bulunmuş 40 başvuru sahibi ve 20 SYDV çalışanı ile nitel yöntem izlenerek yapılmış olan bir doktora tezi çalışmasıdır(Saygı Doğru, 2016). Çalışma sonucunda elde edilen veriler, SYDV görevlilerinin iddialarının yoksulların çalışmaya isteksiz, devlet yardımlarına bağımlı yaşamayı tercih eden bir toplumsal grup olduğu, utanç duygularını kaybetmiş oldukları ve devletin bu kimselerin her türlü ihtiyacını “yurttaşlık hakkı” kapsamında karşılamaya çalıştığı yönündedir. Diğer taraftan, yoksul başvuru sahipleri açısından yoksulluktan kurtulmanın yegane yolu çalışmaktır. Devlet yardımına başvuru yapmak bu kimseler açısından utanç vericidir ve devlet yardımları neo liberal politikaların yarattığı eşitsiz sistem ve yarattığı olumsuz koşullar çerçevesinde değerlendirildiğinde hem nitelik hem nicelik yönünden yaşanan yoksulluğun karşısında oldukça yetersizdir.
This article discusses the similarities or differences in the views of the poor people who receive poverty aid and the Social Aid and Support Foundation (SYDV) employees who are responsible for the distribution of poverty aid, how they evaluate poverty aid, through which concepts they try to understand this fact, and the similarities or differences in the views of these two groups about poverty, poverty aid and the poor. The study on this article is a doctoral thesis, which was conducted by following the qualification method with 40 applicants and 20 SYDV employees who were applying for assistance from SYDV in 2016 (Saygı Doğru, 2016). The results of the study indicate that the claims of the SYDV officials are that the poor are a social group that is unwilling to work, prefer to live depending on state aid, they have lost their feelings of shame and the state is trying to meet all kinds of needs of these people within the framework of the “Citizenship Right”. On the other hand, the only way to get rid of poverty for the poor applicants is to work. Applying for state aid is shameful for these people, and when state aid is assessed in the framework of the uneven system created by the neo-liberal policies and the negative conditions created by them, it is quite insufficient in the face of poverty both in terms of quality and quantity.
This article examines how the poor applicants and the Social Assistance and Solidarity Foundation personell evaluate the social assistances, how they conceptualize the poverty, the similarities and differences of these two groups thoughts’ about poverty, social assistances and the poor. Within the context of the research which is designed as a phenomology, 40 in-depth interviews are conducted with women applicants and 20 indepth interviews are conducted with personnel working in this field. The findings of the research indicate that for the personnel, as a social group the poor are unwilling to work and prefer to live dependently to the state. They do not have the feeling of embarrasment. But still within the “citizenship right ”, the government tries to meet their needs.On the other hand, for the poor the only way to get rid of poverty is to work. To apply for social aid to the government fund is embarassing and the applicants find the social assistance inaequate both in terms of quality and quantity and they emphasize on the inequalities and the negative conditions that the neoliberal system causes.
