Abstract:

According to the Chinese Constitution, 56 people of different ethnic origins live in the country. One of the highest population ethnic minorities among these peoples is the Uighur Turks, while the widest area among five separate autonomous regions is the Sincan Uighur Autonomous Region. In addition to the rich natural resources of Sincan, its border with eight different states puts the region in a strategic position for China. For this reason, Sincan has a very important role in China’s national integration policy. The provision of political sovereignty over the region is not only a security issue, it is also an example-event that will strengthen the economic and political legitimacy of the Communist Party of China. In this study, the population, education and language policies implemented in the Sincan Uighur Autonomous Region to ensure the construction of the "national-state" of the People's Republic of China were addressed from the perspective of modernity and nationalism. The study found that China implemented policies based on the concept of ethnic nationalism in the Sincan Uighur Autonomous Region, and in this context, especially the population, education and language policies were used as a repressive and exclusive power, not as a liberalizing and non-comprehensive.
