İngiltere’nin Trabzon Konsolosu Mr. Breene’nin gezisi, Soğuk Savaş yıllarında yapılmıştır. Gezi, uzun süreden beri gergin bir çizgide seyreden Türk-Sovyet ilişkisinin geldiği noktayı, sınırayakın bölgede yapılan gözlem ve incelemelerle tespit amacını taşıyordu. Türkiye ile Sovyetler Birliği (SSCB) arasında II. Dünya Savaşı yıllarında başlayan gerginlik savaş sonunda artarak devam etmiştir. Savaş sonrasında Türk-Sovyet ilişkisine hâkim olan durum, güvensizlik oldu. Karşılıklı görüşmelerde Sovyet yetkililerin Montreux rejimini aşmak, Boğazlar’da Sovyetler lehine yeni düzenlemeler yapmak, Kars ve Ardahan’ın kendilerine verilmesi gibi talepleri, iki ülke arasındaki ilişkiyi tıkadığı gibi gerginliği doruk noktasına çıkarmıştır. Sovyet tehdidi, savaş sonrasında Türkiye ile ABD arasındaki yakınlaşmanın önemli nedenlerinden de biridir. SSCB’nin yayılmacı siyasetine karşı, İngiltere’nin teşviki ile bir savunma hattı oluşturmak isteyen ABD için Türkiye, stratejik konumu bakımından önemliydi. Çalışmamızda ele almış olduğumuz gezi notları, kritik ve önemli gelişmelere gebe olan Soğuk Savaşın genel dinamikleri çerçevesinde ele alınarak değerlendirilecektir.

The Soviet threat is also one of the main reasons for the closure between Turkey and the United States after the war. Turkey was important in terms of its strategic position for the United States, which wanted to create a defense line with the British incentive against the disseminating policy of the USSR. The travel notes we discussed in our study will be assessed by addressing the general dynamics of the Cold War, which has been critical and significant developments.
