Abstract:

The form of remuneration and methods of financing have made it possible for households to benefit from housing at much lower prices than the housing market conditions through social housing units varied according to the policies of the countries. Mostly on the social housing policy that is carried out through rental housing units, Turkey has followed a different path and has been produced to sell housing units that are within the social housing scope. After the identification that applicants have provided the necessary conditions, a series of facilities have been offered to the owners of social housing units distributed by the curriculum method and a commitment framework has been created that they must comply. The fact that social housing units are not rented and sold until their debt is completed is one of the most important elements of this framework. But whether these households, which are social housing beneficiaries, continue to live in the related housing and the situation of the housing being sold to someone else has not been thoroughly investigated in discussions. In the framework of this study, two different housing projects (Little Income Project and Administrative Housing Project) of the General Housing Administration (TOKİ) were discussed by Tapu Processing Statistics. Despite the prohibition by the administration, it has been found that hand-changing processes have occurred in the projects. Finally, the results of this situation will be revealed in terms of the long-term sustainability of social housing policy.
