Kentler politik, ekonomik, sosyal, kültürel ve çevresel faktörlere bağlı olarak sürekli bir değişim ve dönüşüm süreci yaşamaktadırlar. Endüstriyel döneme damgasını vuran itici güçler endüstri sonrası toplumlarda yerini yeni faktörlere bırakmıştır. Üretim yapısından yönetim yapısına ve sosyo ekonomik yapıya kadar çeşitli alanlarda yaşanan bu dönüşüm, tarihi kent merkezlerini hızlı bir çöküntüleşme sürecine girdirmiştir. Bu bağlamda son 30 yıldır kentsel ve kültürel politikalar köhnemiş tarihi kent merkezlerinin yenilenmesi ve yeniden canlandırılmasında kültürü önemli bir kaynak olarak görmekte ve kültüre çeşitli misyonlar yüklemektedir. Literatürde kültürün tarihi kent merkezlerinde yaşanan çeşitli problemlerin çözümüne ne derece katkıda bulunduğuna dair çeşitli tartışmalar yaşanmaktadır. Bu makalede kültür kavramı kentsel planlama literatürü kapsamında ele alınmıştır. Kültür ekonomisi ve yarattığı kentsel mekân ilişkisi çerçevesinde kültür öncülüğündeki kentsel dönüşüm yaklaşımları irdelenmiştir.
Cities are experiencing a constant process of change and transformation depending on political, economic, social, cultural and environmental factors. The driving forces that shoot the mark of the industrial era have left their place in post-industrial societies to new factors. This transformation in various areas, from the production structure to the management structure and to the socio-economic structure, has brought the historic city centers into a rapid process of collapse. In this context, urban and cultural policies have seen culture as an important resource in the renewal and reanimation of historic city centers that have been rooted over the past 30 years and have charged the culture with various missions. In literature there are various discussions about how much culture has contributed to the resolution of the various problems experienced in the historic city centers. In this article, the concept of culture was discussed within the scope of urban planning literature. In the framework of the cultural economy and the urban space relationship it creates, the urban transformation approaches in the cultural leadership have been developed.
