İnsanlık tarihinin geçmişten günümüze gelişmeleri incelendiğinde, yönetim modellerinde sürekli olarak yönetim erkinden yönetilene doğru bir güç geçişi söz konusudur. Oligarşi ve teknokrasi yönetim biçimleri, doğrudan demokrasiye geçiş sürecinden sonra, geçmişteki monarşik yapıların kalıntıları olmaları bakımından en fazla tartışmaya konu olan yönetim sorunlarıdır. Bunun yanında benzer tartışmalara konu olan bir diğer husus ise derin devlet kavramıdır. Temelde derin devlet kavramı, devletin birtakım yasadışı faaliyetlerini yürüten yapıya verilen isimdir. Demokrasi süreci sonrasında yönetim erki istediği gibi hareket edememekte ve demokratik sistem gereği halkın egemenliğine göre hareket etmek zorundadır. Bu araştırmada doğrudan demokrasilerde demokrasinin önünde engel kabul edilen oligarşi, teknokrasi ve derin devlet kavramları incelenmiştir. Araştırmalara konu ile ilgili yapılan literatür çalışmaları değerlendirilmiş ve içerik analizi yöntemi ile analiz edilmiştir. Araştırma sonuçlarına göre doğrudan demokrasilerde oligarşi, teknokrasi ve derin devlet kavramları iç içe geçmiş olup, özellikle klasik kamu yönetimi anlayışı ve cumhuriyetçi vatandaşlığının hakim oldu sistemlerde daha fazla görülmektedir. Ancak yeni kamu yönetimi anlayışı ile geçiş ile birlikte şeffaflık ve hesap verilebilirlik gibi kavramlar geliştirilerek bu yapıların üzerine gidilmektedir.
When the evolution of the history of mankind is studied from the past to the present, the model of governance is about a power transition continuously from mankind to mankind. The forms of oligarchy and technocratic governance are the problems of governance that are most discussed after the process of direct transition to democracy, in terms of being the remains of past monarchic structures. Another issue of similar discussions is the deep state concept. Basically, the deep state concept is the name given to the structure that carries out a number of illegal activities of the state. After the process of democracy, the government cannot act as it wants, and the democratic system must act according to the sovereignty of the people. This study has studied the concepts of oligarchy, technocracy and deep state, which are considered a hindrance to democracy in direct democracies. Literary studies on the subject have been evaluated and analyzed by the method of content analysis. According to the results of the research, the concepts of oligarchy, technocracy and deep state have been embedded directly in democracies, and are more seen in the systems where the classical concept of public administration and Republican citizenship have dominated. But the new public administration understanding and the transition along with the concepts such as transparency and accountability are developed on these structures.
