Bu çalışmada ABD’nin Soğuk Savaş’ın sona ermesinden günümüze kadarki Türkistan politikası, özellikle 2000’li yıllar odaklı olarak çözümlenmektedir. Çalışmanın temel savı, ABD’nin bölgeye yönelik yaklaşımının 1990’larda ekonomik ve enerji odaklı iken 2000’lerde 11 Eylül saldırılarını takiben terörle küresel savaş bağlamında güvenlik odaklı bir dönüşüm geçirdiğidir. Söz konusu dönüşüm sonrası geçen yirmi yıllık sürede ABD’nin bölge politikası terörle mücadele ekseninde ve Afganistan’ı merkez alarak oluşturulmuş, dolayısıyla da ABD söz konusu süreçte bölge ülkeleriyle ilişkilerinde güvenlik-demokratikleşme ikilemi yaşamış ve bu Türk cumhuriyetleriyle ilişkilerine olumsuz yansımıştır. Obama ve Trump dönemlerinde ilişkilere yeni bir yön verilmek istense de güvenlik odaklı bakış açısı ağırlığını korumuştur. Çalışma söz konusu bu süreçleri üç başlık altında ele almaktadır: Öncelikle Soğuk Savaş sonrası dönemde ABD’nin bölgeye yönelik politikaları değerlendirilmiş, ardından 11 Eylül saldırıları ve Afganistan işgalinin bölgeye yönelik Amerikan politikasına etkileri üzerinde ayrıntısıyla durulmuş ve son başlık altında da ABD’nin bu kez Afganistan’dan çekilmesinin bölgeye olan etki ve yansımaları çözümlenmiştir.
In this study, the policy of Turkistan, from the end of the Cold War to the present day, is focused on the United States, especially the 2000s. The main argument of the study is that the U.S. approach to the region was economically and energy-focused in the 1990s, while after the September 11 attacks in the 2000s, it had a security-focused transformation in the context of global war against terrorism. During the past twenty years, the U.S. regional policy has been formed in the fight against terror and taking Afghanistan at the center, and therefore the U.S. has experienced a security-democratization duality in its relations with its regions and has negatively reflected its relations with the Turkish republics. While Obama and Trump wanted to give a new direction to the relations, security-oriented perspective has retained its weight. The study focuses on these processes under three titles: first, the U.S. policies towards the region were evaluated in the post-Cold War period, then on the 11th September attacks and the effects of Afghan occupation on the U.S. policy towards the region, and under the last title, the effects and reflections of the U.S. withdrawal this time from Afghanistan to the region.
