Abstract:

Political books (treatises), which have an important place in Turkish-Islamic history, have been works that have guided the rulers throughout history. In this direction, when the management literature is examined, it is seen that the management studies in the Eastern world started centuries before those in the Western world, but today, the latter (ones) are more prominent than the former (ones). For this reason, in this study, in order to reveal the equivalent of the desired and undesirable features in the manager (executive) in the Eastern literature; The work of the 17th century statesman, Hasan Bey-zade Ahmed Paşa, called Wisdom Guide for the State Administration (Usuli'l-Hikem fi Nizami'l-Âlem) has been examined. In the study, the features that are expected to be and not to be in the managers were tried to reveal by the document analysis method, and the results were tabulated according to the word frequency. In addition to the definitions of the determined features in the work, stories, verses and hadiths are also included.
