Bu çalışmanın amacı, 2003 yılından sonra Türkiye’nin kamu mali yapısında başlamış yeni oluşumları belediyelerin mali özerkliği kapsamında değerlendirmek olacaktır. Konu incelenirken 10.12.2003 tarih ve 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu (KMYKK), 10.7.2004 tarih ve 5216 sayılı Büyükşehir Belediyesi Kanunu (BBK), 22.2.2005 tarih ve 5302 sayılı İl Özel idaresi Kanunu (İÖİK) ile 3.7.2005 tarih ve 5393 sayılı Belediye Kanunu (BK) çerçevesinde belediyelerin görev ve gelir dağılımı üzerinde yoğunlaşılmıştır
