Abstract:

In order to close the gap in the world power balance after World War II, the Soviet Union of Socialist Republics (SSCB)'s penetration and development of its nuclear capacity in Central and Eastern Europe and partially in the Balkans created a major threat to the United States (US). In 1950, the National Security Council of the United States prepared and implemented the 68th report (NSC-68) against this danger. The study, in addition to the analysis of the NSC-68, one of the most important documents of the Cold War strategy, also discusses the Cold War strategy that the United States applies against the USSR and the relations with Turkey in accordance with this report. This report is a guide to the Cold War strategy implemented by the United States. As the NSC-68 predicts, the United States, acting within a realistic policy framework, has emphasized nuclear weapons and aimed at strengthening its allies’ military capabilities. Thus, it aimed at preventing the Soviet Union’s strategy to rule over the world. The U.S. has established its alliance with Turkey in this direction. With the conclusion of bilateral agreements with Turkey, military and economic cooperation has entered into many matters. This cooperation has played a major role in preventing the Soviet Union’s efforts to dominate the Mediterranean Sea and thus the hot seas.
