Origin of social state and security practices is based on activities of protecting privileged class benefits in Ancient Greeks and Romans. This perspective of the privileged class, it has been the most important factor that determines the concept of social state. These were seen as rights of privileged in that era. It is accepted that social state practices start with “The Poor Relief Act 1601” in England and developed by social security, insurance, assistance and services in 19th century in modern sense. Social state understanding which was accelerated between 1945 and 1975 and transformed after mid of 1970s had been replaced with neo-liberal policies. It is possible to say that social state practices were seen in Ottomans in cases of guilds and pension funds. Comparing with European Union, social security an insurance studies in Turkey reached at a significant level. It this study, the social economic development of social aid and security in Turkey has been evaluated within the social state context.
