Bu çalışma, Avrupa Birliği’nin (AB) iki kurucu ülkesi olan Almanya ve Fransa’nın Arap Baharı dönemi politikalarını incelemektedir. Birleşik bir Avrupa fikriyle bütünleşmiş ulusların işbirliğine dayanan AB, idealist bir temel ile oluşturulmuştur. Bu kapsamda, bir ekonomik girişim olarak başlayan Birlik, Avrupa Komşuluk Politikası gibi çeşitli ortak alanlar ile sürdürülmüştür. Fakat AB’nin bu bütünleşme çabaları, Ortadoğu’nun karmaşık siyasi ortamından etkilenmiş ve ortak politika girişimlerinin ne kadar başarılı olacağı tartışmalı hale gelmiştir. Bu noktadan hareketle çalışma, Almanya ve Fransa’nın Arap Baharı sürecindeki Tunus ve Libya politikalarının Avrupa Komşuluk Politikası çatısı altında bir ortaklığa sahip olup olmadığını incelemektedir. Sonuç olarak, Almanya ve Fransa’nın sahip olduğu çıkarlar ve ekonomik öncelikler, dış politikada AB’nin ortak politikasından farklı bir yol izlemelerine neden olduğu görülmektedir.
This study examines the Arab Spring policies of Germany and France, the two founding countries of the European Union (EU). The EU, based on the cooperation of the united nations with the idea of a united Europe, is established on an idealist basis. In this context, the Union, which began as an economic initiative, has continued with various common areas such as the European Neighbourhood Policy. But the EU’s efforts to integrate have been influenced by the complex political environment in the Middle East and it has become controversial how successful its joint policy initiatives will be. From this point on, the work is to investigate whether the Tunisia and Libya policies of Germany and France in the Arab Spring process have a partnership under the roof of the European Neighbourhood Policy. As a result, the interests and economic priorities of Germany and France appear to lead to a different path in foreign policy than the EU’s joint policy.
