İşsizlik, çözüm bekleyen en önemli sosyal sorunlardan birisidir. Dünya genelinde istihdamın artırılması, işsizliğin azaltılması amacıyla aktif istihdam politikaları (AİP) uygulamalarının ön plana çıktığı görülmektedir. Toplum yararına programlar (TYP), Türkiye’de de işgücünün niteliklerini geliştirmek, istihdam edilebilirliklerini arttırmak ve işsizliğini azaltmak amacıyla yürürlüğe konulan aktif istihdam politikalarından birisidir. Bu çalışmada, AİP kapsamında uygulanan TYP’nin işsizlik sorununun çözümünde etkileri Tokat ilinde incelenmiştir. Araştırma, Tokat merkezde uygulanan TYP projelerine katılan ve kolayda örnekleme yöntemi seçilen 283 kişiyle yüz yüze görüşme yöntemiyle gerçekleştirilen anket çalışmasına dayanmaktadır. Araştırma bulgularına göre Tokat’da istihdamı arttırmaya, işsizliği azaltmaya yönelik olarak uygulanan TYP’nin etkisinin çok zayıf,-sınırlı olduğu, amacına ulaşamadığı, ikame, atlıkarınca etkileri gibi olumsuz sonuçlar ortaya çıkardığı tespit edilmiştir. TYP’nin işsizlikle mücadeledeki başarısı, diğer AİP uygulamalarıyla ve ekonomide yeterince açık işlerin yaratılmasını sağlayacak makro-ekonomik politikalarla birlikte uygulanmasına bağlıdır.
Unemployment is one of the important social problems awaiting a solution. Increased employment in the world is seen as the forefront of active employment policies (AIPs) aimed at reducing unemployment. Programs for the Social Benefit (TYP) is one of the active employment policies implemented in Turkey with the aim of improving the qualities of the labour force, increasing their employability and reducing unemployment. In this study, the impact of the TYP applied within the framework of the AIP in the solution of the unemployment problem was studied in the Tokat province. The research is based on the survey conducted by the face-to-face conversation method with 283 people who participated in the TYP projects implemented in the Tokat center and easily selected the sampling method. Unemployment is one of the most important social problems to be solved. It is seen that the implementation of active employment policies (AEP) has become the foreground in order to increase employment and to reduce unemployment worldwide. Public work programs (PWP) are also one of the active employment policies in Turkey to improve the qualifications of the workforce, increase employability and reduce unemployment. In this study, the effects of the PWP were researched on the unemployment problem, in Tokat province. The research is based on a questionnaire survey conducted by face to face interview with 283 people who participated in PWP projects implemented in Tokat center and sampling method was easily selected. According to findings, it has been determined that the effects of PWP applied to increase employment and to reduce unemployment is very weak, it is limited, it cannot reach its purpose, it has negative consequences such as substitution, carousel effects. The success of the PWP in the struggle against unemployment depends on its implementation with macroeconomic policies and other AEP practices and macroeconomic policies that will ensure that the economy create sufficiently jobs.
