1970’li yıllardan sonra kamu kurumlarının çalışma düzeni Post-Fordizm’den etkilenerek yatay ve esnek iş ilişkileri kamu sektöründe güçlenmeye başlamıştır. Devletin üretici rolünün düzenleyici olarak geliştiği Post-Fordist dönüşüm, devleti yönetişim mekanizmasına uygun bir şekilde tasarlamakta, üretimin talep yönünden uzaklaştırarak sosyal devleti zayıflatmakta, arz yönlü sorunlarla ilgilenen, rekabeti ve yenilikçi kapasiteyi geliştiren bir devlet modeli ortaya çıkarmaktadır. Bu çalışmada, literatür taraması yöntemi kullanılarak, Post-Fordist üretim tarzının genel olarak iş yaşamına, kamu hizmetlerine, sosyal devlete, kalkınma politikalarına, kamu yönetiminin yapısına ve kamu istihdamına etkileri analiz edilmiştir. Sonuç olarak, yeni dönemde kamu yönetiminde makro ve mikro düzeylerde esneklik, yerelleşme, çok aktörlülük, katılımcılık ilkeleri öne çıkmıştır.
After the 1970s, the working order of public institutions was affected by Post-Fordism therefore horizontal and flexible business relations began to strengthen in the public sector. The Post-Fordist transformation, in which the state’s productive role develops as a regulator, designs the state in accordance with the governance mechanism, weakens the social welfare state by diverting production from demand, and creates a state model that deals with supply-side problems, competition and innovative capacity. In this study, by using the literature review method, the effects of Post-Fordist production style on business life, public services, social welfare state, development policies, structure of public administration and public employment is analyzed. As a result, in the new Post-Fordist era, the principles of flexibility, decentralization, multi-actorism and participation have come to the fore in public administration at macro and micromanagement levels.
