Eğitim kurumları toplumsal yapı ve çevreyle olan yakın etkileşimleri nedeniyle açık sistemler kategorisinde yer alır. Her sistemde olduğu gibi eğitim sistemi bileşenlerinde “girdi”, “süreç”, “çıktı”, “geri besleme” ve yakın etkileşim içinde olduğu “çevre” alt sistemleri vardır. Eğitim alt sistemlerinden işlemlerin yoğun olarak görüldüğü “süreç” ele alındığında “yönetim”, “öğretim”, “kültürel” ve “politik” olmak üzere ana temeller üzerine yapılandırmış bir yapı karşımıza çıkmaktadır. Uluslararası kurumlar tarafından hazırlanan raporlarda, eğitim sisteminin eksenini oluşturan öğretmenlerin, öğrencinin akademik başarısında en önemli rolü oynadığı tespit edilmiştir. 2020 yılında yaşanan pandemi süreci, yüz yüze eğitimin kesintiye uğraması durumunda uzaktan eğitim teknikleriyle eğitimi devam ettirmede öğretmenlerin yaratıcılığının ve bilişim teknolojilerini etkin kullanmanın önemini ortaya koymuştur. Eğitim kurumları, bilişim çağında toplumsal yapının temel değişim ve dönüşüm unsuru olarak merkeze konuşlandırılırken; öğrenci “stratejik insan kaynağı”, öğretmen “stratejik öğretim liderleri” olarak tanımlanmıştır. Çalışmada, problem olarak “Eğitim Süreci”nin alt boyutlarından “öğretmen”in seçilmesi, yetiştirilmesi ve geliştirilmesine yönelik yeni eğilimler, uygulamalar ve pandemi sürecinde alınan dersler dikkate alınarak, bilişim teknolojisinin artan önemi ile öğretmenlerin yetiştirilmesi ve yeterliklerinde bilişim teknolojilerinin yapabileceği katkı ve öneriler ortaya konulmaya çalışılmıştır. Çalışma “Betimsel” olup, veriler ulusal ve uluslararası alanyazından “Alanyazın Taraması” yöntemiyle toplanmış, toplanan veriler “Tema esaslı” olarak gruplandırılmış, bu veri grupları analiz edilmek suretiyle bulgu ve yorumlara ulaşılmıştır.
Educational institutions are included in the category of open systems due to their close interactions with the social structure and the environment. As in every system, the components of the educational system have the “going”, “processing”, “going”, “returning” and the “environmental” sub-systems in which they are in close interaction. When we deal with the "process" in which processes are widely seen from the educational sub-systems, we face a structure structured on the main foundations, such as "management", "learning", "cultural" and "political". In the reports prepared by international institutions, the teachers that form the axis of the educational system have been found to play the most important role in student academic success. The pandemic process in 2020 has revealed the importance of teachers’ creativity and effective use of computer technologies in continuing their training with distance learning techniques in the event that face-to-face education is interrupted. The educational institutions are deployed to the center as the fundamental change and transformation element of the social structure in the computer age, while the student is defined as "strategic human resource", the teacher is defined as "strategic teaching leaders". The study, taking into account the new trends, practices and courses taken during the pandemic process for the selection, training and development of the "Teacher" from the sub-dimensions of the "Education Process" as a problem, has been attempted to reveal the contribution and recommendations that information technology can make in the training and skills of teachers with the increasing importance of information technology. The study is "Betimsel" and the data is collected from the national and international scope by the method of "Alanyazin Screening", the data collected is grouped as "thema-based", the data groups are analyzed and the findings and comments are obtained.

Considering the "process" in which transactions from sub-systems are seen intensely, we come across a process that is structured on main foundations such as "management", "teaching", "cultural" and "political". In the reports prepared as a result of comprehensive research made by international institutions and organizations, it was determined that teachers, who constitute an important axis of the education system, play a role in the academic success of the student along with other axes. The pandemic process experienced in 2020 revealed the importance of teachers' creativity and effective use of information technologies in education in maintaining success in education with distance education techniques in case face-to-face education is interrupted. While education is defined as a structure and process as well as being a system, the components of education are in the process of structural transformation. While educational institutions and organizations are deployed to the center as the basic change and transformation element of the social structure in the information age we live in; student "strategic human resource", teacher "strategic teaching leaders" began to be defined. In this study, the main problem is the selection, training and development of the "teacher", which is one of the sub-dimensions of the "Education Process", and in this context, taking into account the lessons taken in the pandemic process, the increasing importance of information technology and information technology in the training and competencies of teachers. It has been tried to put forward suggestions by considering the contribution it can make. The study is "descriptive", the data were collected from the national and international literature by the "Literature Review" method, the collected data were grouped as "Theme-based", and findings and comments were reached by analyzing these data groups.
