Osmanlı-İran ilişkileri uzun soluklu mücadeleler ve merhaleler geçirmiştir. Bu mücadelenin temelinde İslam dünyasının liderliği meselesi vardır. Çaldıran Savaşı ile Osmanlılar tarafından elde edilen bu zafer tarihi bir dönüm noktası olarak kabul edilmiş, bu tarihten itibaren her iki taraf için de uzun ve yorucu bir mücadelenin başlangıcı olmuştur. 1823 I.Erzurum Antlaşması sonrası ise Osmanlı ve İran, aralarındaki meseleyi devletlerarası hukuk bağlamında diplomatik yoldan çözümlemek istemişlerdir. İki devlet arasındaki meseleler genel olarak sınır kavgaları, kutsal mekânların ziyareti sırasında İranlı ziyaretçilere karşı gösterilecek muameleler, ticari ve umumi konularda İran tebaasının işlerini yürütecek konsolos vekilleri meseleleri olmuştur. Bu konularla ilgili hükümleri örneklerle yazımızda bahsedeceğiz. Çalışmamıza kaynaklık edecek olan defter tasnifi ise A.DVN.DVE.d044/2 gömlek numarası ile yapılmış olup 1823-1908 yılları arası İran Ahkam Defteri olarak tanımlanmıştır.
The Ottoman-Iran relations have suffered long-range struggles and fights. The basis of this struggle is the question of the leadership of the Islamic world. This victory achieved by the Ottomans in the Thief War was considered a historic turning point, and since that date it has been the beginning of a long and tired struggle for both sides. After the 1823 Treaty of Erzurum, Ottoman and Iran wanted to resolve the issue between them diplomatically in the context of inter-state law. The issues between the two states were, in general, border struggles, the treatments against Iranian visitors during the visit to the holy places, and the issues of the consulate adjunct to carry out the work of the Iranian army in commercial and public matters. We will discuss these issues with examples in our article. The book design that will lead to our work is made with the T-shirt number A.DVN.DVE.d044/2 and was defined as the Iranian Ahkam Book between 1823-1908.
