Abstract:

Azerbeycan which has the oldest goverment culture of state and the best economy between middle asia turk goverments is the model for some goverments at many points. A strong state must have a strong economy and a strong state organization. However, the fact that Azerbaijan has an autonomous territory with no land boundaries and that some lands are occupied by the territorial integrity makes the steps in Azerbaijan very difficult. Between 1920 and 1991, the state continued its existence in the Soviet management system under the threat of assimilation, giving rise to re-existence. In our work, the government management system, which adopts the French management system in Turkey and ideals the US management system and is under the effects of the Soviet management system, is handled according to the provisions of the current legislation. The Azerbaijani provincial government, which is overly centralized but has made great efforts to develop local democracy, has been discussed in more detail. In particular, the duties and responsibilities of the provincial units of the central government and the local government units are mentioned in detail. It was aimed to make contribution to the literature by correcting erroneous information about the provincial units of the central government especially in the literature survey
