Ulus devlet genel kabule göre belli bir toprak parçası üzerinde, din, dil, kültür ortaklığı üzerinden bir ulusa, ortak bir kimlik yaratan siyasi bir birimdir. Ulus devletin 1648 Westphalia Anlaşması ile temellerinin atıldığı kabul edilmektedir. Ancak bu durum daha önce devletlerin var olmadığını göstermez. Şehir devleti, kent devleti, imparatorluklar, monarşi bugün anladığımız modern devletten farklı siyasal yapılara sahip olmakla birlikte birer devletlerdi. Bu doğrultuda çalışma, Antik Yunan, Roma, feodal devlet, kent devleti, mutlak monarşi dönemlerini belli bir tarihsellik üzerinden ulus devlete benzeyen ve ulus devletten ayrışan yönleri bakımından incelemeyi amaçlamıştır. Sonrasında ise ulus devletin şekillendiği ve ortaya çıktığı süreç olan Westphalia ile ulus devletin kurumsal yapısına kavuşmasında, ulus olma bilincinin ortaya çıkmasında ve yayılmasında katkı sağlayan Fransız Devrimi belirli bir tarihsel süreç ve dinamikler üzerinden ele alınmıştır. Böylelikle çalışma da ulus devletin tarih sahnesine neden geç çıktığı, kendisinden önceki devletlerin siyasal yapıları incelenerek farklılıklar ve benzerlikler üzerinden ortaya konulmaya çalışılmıştır
The nation is a political unit that creates a common identity to a nation, through a religion, language, cultural partnership, on a certain part of the land according to the general acceptance of the state. The foundations of the national state are accepted by the 1648 Westphalia Treaty. But this does not indicate that the states have not existed before. The city state, the city state, the empires, the monarchy were one state, but they had different political structures than the modern state we understand today. The study in this direction aimed at examining the periods of Ancient Greece, Rome, the feudal state, the city state, the absolute monarchy through a certain historicity in terms of the aspects that resemble the nation to the state and divide the nation from the state. After that, the French Revolution, which contributed to the establishment and spread of the awareness of being a nation, was addressed through a specific historical process and dynamics in Westphalia, the process in which the nation state was formed and emerged. Thus, the study also sought to reveal why the national state came late to the historical stage, by examining the political structures of the previous states through differences and similarities.
