Sosyal altyapı alanları yoğun yapılaşma özelliği sergileyen günümüz kentsel yerleşmelerinde önemli kent içi boşlukları oluşturmaktadır. Kentlerimizin yüksek yoğunluklu yapılaşma dokuları ve bu doku içerisinde kapasite ve mekansal dağılım açısından yetersizlikleri gözetildiğinde, sosyal altyapı alanlarının öncelikle mevcut stokunun korunması gerektiği açıkça ortadadır. Öte yandan park, spor alanı, ilkokul gibi sosyal altyapı alanları, afet durumunda halkın toplanma amaçlı kullanabilmesi için uygun, farklı nitelikteki arazi kullanım türlerini oluşturmaktadır. Bu nedenle, potansiyel toplanma alanı niteliği taşıyan sosyal altyapı alanlarının korunması ve arttırılması, bu alanların afet durumundaki işlevselliği açısından da büyük önem arz etmektedir. Bu alanların korunabilmesi ve geliştirilebilmesi imar planı kararlarına, bu planlarda afet sorununa karşı gösterilen duyarlılığa ve toplanma alanlarına yönelik farkındalık durumuna bağlıdır. Bu çalışmada, afet durumunda toplanma alanı olarak kullanılabilme potansiyeline sahip sosyal altyapı alanları mercek alına alınmış ve bu alanların mevcut imar planlarındaki durumları incelenmiştir. Bu kapsamda çalışmada, örnek alan olarak seçilen İzmir kentsel yerleşik alan sınırı içinde yürürlükte olan uygulama imar planı kararları ile sosyal altyapı alanlarının mevcut durumları karşılaştırmalı olarak incelenmiş ve değerlendirmeler yapılmıştır. Elde edilen sonuçlara göre, sosyal altyapı alanlarının yaklaşık %80’ninin uygulama imar planı kararlarında mevcut durumu korunurken, %20’sinin uygulama imar planı kararlarında kısmen korunduğu ve/veya başka bir arazi kullanım kararına dönüştürülerek mevcut durumunun korunmadığı saptanmıştır. Bu kapsamda şehir planlama ve afet yönetimi disiplinlerinin ortak paydasını oluşturan sosyal altyapı alanlarına ilişkin geliştirilebilecek politikaların kentlerin afetlere karşı dirençliliğini artırma sürecindeki önemi uygulama imar planları bağlamında vurgulanmıştır.
Social infrastructure areas create important urban spaces in today's urban settlements that show intensive structural characteristics. When the high-intensity structural tissues of our cities and the disadvantages of capacity and spatial distribution within this tissue are observed, it is clear that social infrastructure areas must first and foremost preserve the existing stock. On the other hand, social infrastructure areas, such as parks, sports areas, primary schools, create different kinds of land use suitable for people to use for gathering purposes in the event of disaster. Therefore, the preservation and enhancement of social infrastructure areas that have the nature of a potential gathering area is also of great importance in terms of the functionality of these areas in the situation of disaster. The ability to preserve and develop these areas depends on the decision-making of the building plan, the sensitivity shown in these plans to the problem of catastrophe and the state of awareness towards the areas of gathering. In this study, the social infrastructure areas with the potential to be used as a gathering area in the event of disasters have been examined and the status of these areas in the existing construction plans has been examined. In this scope, the study has been compared and evaluated the current conditions of the social infrastructure areas and the implementation of the implementation plan within the border of the İzmir urban settlement area selected as an example area. According to the results obtained, approximately 80% of social infrastructure areas preserved their current status in implementation construction plan decisions, while 20% found that they were partially preserved in implementation construction plan decisions and/or converted into another land use decision and that their current status was not preserved. In this context, the importance of the policies that can be developed in relation to the social infrastructure areas that make up the common share of urban planning and catastrophic management disciplines in the process of increasing the resistance of cities to catastrophic disasters has been emphasized in the context of the implementation of building plans.
