Osmanlı Devleti’nde Klasik Dönem’de iktisadi faaliyetlerle ilgili müstakil kurumsal bir yapıdan bahsetmek mümkün değildir. Esasında bu durum, Osmanlı sosyal formasyonunun kapitalizm öncesi bir yapıda olmasından kaynaklanmıştır. Bununla birlikte Osmanlı yöneticileri tarafından ticaretin düzenlenmesiyle ilgili olarak bazı ilkelerden yararlanıldığı ileri sürülmektedir. İktisadi zihniyet ilkeleri olarak adlandırılan söz konusu ilkeler iaşe (provizyonizm), gelenekçilik ve fiskalizmdir. Çalışmada konuyla ilgili kaynakların incelenmesi ve elde edilen bulguların değerlendirilmesi şeklinde bir yöntem izlenmiştir. Elde edilen temel sonuç; Osmanlı ticari hayatının, söz konusu ilkelere bağlı olarak bütünsel bir yapı görünümünde olduğudur. Ayrıca bu bütünlüğün temelini iaşe ilkesi oluşturmuştur. Son olarak, zanaatların tedarikçileri tımar sistemine dâhil üreticiler olduğundan zanaat üretimi ile tarımsal üretim bütünleşik bir ilişki içinde olmuştur. Bu durumda Osmanlı yönetim zihniyetinin temel taşlarının tımar sistemi ve pazarlar olduğu kabul edilebilir.
It is not possible to talk about an separate institutional structure related to economic activities in the Classical Period in the Ottoman State. In fact, this situation resulted from the fact that the Ottoman social formation was in a pre-capitalist structure. However, it is claimed that some principles were used by the Ottoman rulers regarding the regulation of trade. These principles, called economic mindset principles, are provisionism (iaşe), traditionalism and fiscalism. In the study, a method was followed in the form of examining the sources related to the subject and evaluating the obtained findings. The main result obtained is that the Ottoman commercial life appeared as a holistic structure depending on the principles in question. In addition, the principle of provisionism had formed the basis of this integrity. Finally, since the suppliers of the crafts were producers included in the timar system, craft production and agricultural production had been in an integrated relationship. In this case, it can be accepted that the cornerstones of the Ottoman administration mindset were the timar system and bazaars.
