Abstract:

The public income is due to the lack of public expenditure. They prefer the funding tools for closing the public gap. Public debt funding has been established since 1980. Now in Turkey, a financial structure has emerged, where the debt is paid by debt, and the state budget has become a debt management budget, making the issue important. The process that passes from the public debt to the return of the debt is the debt management. Although these discussions are no longer needed today, in a situation that has come into the debt crisis and requires extraordinary debt management tools to reduce debt stocks, before discussing which of these proposals should be implemented, the debt crisis must be really resolved to get rid of.
