Bilimsel ilkelere dayalı rehberlik işlevini yerine getirecek bir denetim sisteminin nasıl yapılandırılabileceğinin tartışıldığı bu çalışmada, denetim elemanlarının alanlarında uzmanlaşmalarını sağlayacak, denetimin ve rehberliğin daha etkili ve daha verimli yapılmasını sağlayacak, denetim elemanlarının rol, statü ve unvan karmaşasını ortadan kaldırılacak bir denetim modeli önerilmektedir. Bu çalışmada mevzuat, isim/unvan veya teşkilat şemasının değişiminden çok denetime ilişkin zihniyet değişimi odak alınmıştır. Kavramsal tartışmaların ele alındığı, olay ve olguların analiz edildiği bir tarama çalışması olarak desenlenmiş olan bu çalışmada doküman incelemesi ve gözlem yoluyla elde edilen veriler öz deneyimsel bir yaklaşımla ele alınarak bir araştırma sentezine ulaşılmaya çalışılmıştır. Bu çalışmada, dünyadaki eğitim denetimine ilişkin yaklaşımlar, denetime ilişkin yapılanma çabaları, uygulanan denetim modelleri, eğitim denetimine ilişkin haberler, olaylar ve kamuoyu kanaatleri de değerlendirmeye alınarak alanyazın destekli tartışmalar yapılmıştır. Yeniden yapılanmalarda en büyük sorun, mevcut düşünme modellerinin ötesini görememe veya mevcut modele fazlasıyla bağlı olma sorunudur. Denetim sisteminde yeniden yapılanmanın ilk adımının, dünü ısrarla tekrar et¬mekten vazgeçmekle atılabileceği söylenebilir. Akılcı, bilimsel ve çağdaş bir teftiş için günübirlik hissi girişimlerden vazgeçilmeli, gerçekçi ve hedeflere ulaştıracak somut adımlar atılmalıdır. Denetimden kaçınmayan, müfettişe güven veren ve onlara güven duyan, yaratıcı ve işbirlikçi denetimi teşvik eden, müfettişlerin sürekli öğrenen yetkin uzmanlar olmalarını sağlayan bir denetim sisteminin yapılandırılması elzemdir. Bu çalışmada, hata bulmak yerine eksiği tamamlamaya, buyurmak yerine istişare etmeye, ceza vermek yerine öneride bulunmaya, sorun yaratmak yerine çözüm üretmeye odaklı bir denetim anlayışı ve modeli önerilmektedir.
In this study, which discusses how to structure an audit system that will perform the guiding function based on scientific principles, an audit model is proposed to ensure that the auditors specialize in the fields, ensure that the audit and guidance are performed more effectively and efficiently, and to eliminate the role, status and title complexity of the auditors. This study focuses on the change of minds regarding control more than the change of legislation, name/name or organization scheme. In this study, which is designed as a scan study where conceptual discussions are addressed, where events and facts are analyzed, the data obtained through the document examination and observation is tried to reach a research synthesis by addressing an experimental approach itself. In this study, the approaches to educational supervision in the world, the efforts to establish supervision, the implemented supervision models, the news about educational supervision, events and public claims were also evaluated and supported by the area. The biggest problem in reconstructing is the problem of not seeing beyond the existing thinking models or being too attached to the existing model. It can be said that the first step of rebuilding in the control system can be taken by insisting on repeating the day. For a reasonable, scientific and contemporary inspection, the day-to-day sense of unity efforts should be abandoned, realistic and concrete steps to reach goals should be taken. The structure of an audit system that does not escape audits, trusts the inspectors and trusts them, encourages creative and collaborative audits, ensures inspectors to become competent experts who constantly learn. In this study, an audit concept and model is recommended to complete the lack instead of finding errors, to advise instead of ordering, to advise instead of punishing, to produce solutions instead of creating problems.
