Covid-19 Salgını Özelinde Ulrich Beck’in “Risk Toplumu” ile Anthony Giddens’ın “Geç Modernite” Kavramlarını Yeniden Düşünmek

Modern toplumun açmazları arasında sayılan risk ve belirsizlikler salgın hastalıklarla daha fazla görünür olmaktadır. Küreselleşmenin baş döndürücü hızı ve insanlığın doğaya hâkim olma arzusu günümüz toplumlarının bir taraftan inanılmaz başarılara imza atarken diğer taraftanda insanlığın geleceğini belirsizliğe sürüklemesine yol açmaktadır. Hem Ulrich Beck hem de Anthony Giddens farklı kavramları kullanmakla beraber yaşadığımız toplumları risk kavramı üzerinden tanımlamaktadırlar. Düşünürlere göre geleneksel toplumlardaki riskler “mekân” ile sınırlı iken, günümüz riskleri hem mekân hem de zaman sınırlarını aşmaktadır. Bu yönüyle modern toplumlardaki risklerin ve belirsizliklerin belirleyici özelliği sınıf, cinsiyet, bölge, kıta, vb. fark etmeden herkesi belli bir oranda etkileyebilmesindedir. Covid-19 salgının yarattığı belirsizlikler, salgının süresi, aşının ne zaman bulunacağı, aşının tüm insanlara yetecek kadar ne zaman üretilebileceği, iş yaşamı, eğitim ve gündelik hayatın nasıl devam ettirileceği vb. konulardaki belirsizlikler endişe, korku ve stres kaynağı haline gelmiştir. Bu dönemde yapılan çalışmaların temel bulguları da Beck ve Giddens’ın işaret ettiği günümüz risklerinin herkesi belli bir oranda etkileyeceği tezini doğrulamaktadır. Bu bağlamda çalışmada “risk toplumu” kavramı üzerinden salgının neden olduğu belirsizliklerin insan ilişkileri, aile, eğitim, ekonomi kurumlarına yansımaları üzerinden teorik bir tartışma yapılmaktadır. Covid-19 salgının neden olduğu belirsizlikler tüm insanları belli bir oranda etkilemekte, bireyler hem kendisi hem de yakınları için varoluşsal kaygı yaşamakta ve geleceğe daha karamsar bakmaktadır.

The risks and uncertainty that are counted among the disadvantages of modern society become more apparent with epidemic diseases. The reversible pace of globalization and the desire of mankind to dominate nature lead to the uncertainty that today’s societies, on the one hand, are signing incredible successes, and on the other hand, the future of mankind is put into uncertainty. Both Ulrich Beck and Anthony Giddens use different concepts to define the communities we live together through the concept of risk. Through the thinkers, the risks in traditional societies are limited to the “space”, while today’s risks exceed both the space and time limits. The determining characteristic of risks and uncertainty in modern societies in this regard is class, gender, region, continent, etc. It can affect everyone in a certain degree. Uncertainty caused by the Covid-19 epidemic, the duration of the epidemic, when the vaccine will be found, when the vaccine can be produced enough for all people, how the work life, education and daily life will continue, etc. Uncertainty on topics has become a source of anxiety, fear and stress. The main findings of the studies conducted during this period also confirm the thesis that the risks of today by Beck and Giddens will affect everyone to a certain extent. In this context, a theoretical discussion is conducted on the reflection of the uncertainty caused by the epidemic through the concept of "risk society" into human relations, family, education, and economic institutions. The uncertainty caused by the Covid-19 epidemic affects all people to a certain degree, individuals experience existential anxiety for themselves and their relatives, and look closer to the future.

The risks and uncertainties that are considered among the dilemmas of modern society are more visible with pandemic diseases. The dizzying pace of globalization and the desire of humanity to dominate nature push the unbelievable success of today's societies on the one hand and push your future into uncertainty on the other. While both Ulrich Beck and Anthony Giddens use different concepts, they define the societies we live through the concept of risk. According to the thinkers, while the risks in traditional societies are limited to "space", today's risks exceed both space and time limits. In this respect, the determining feature of risks and uncertainties in modern societies is that they can affect everyone without discriminating class, gender, region, continent etc. distiction even without realizing it. The uncertainties created by the Covid-19 outbreak such as the duration of the pandemia, the timing of developing an effective vaccine formulation which avalible for all people, and how to maintain work, daily life, and education etc, have become sources of anxiety, fear and stress. The main findings of the studies conducted in this period confirm the thesis of Back and Giddens claiming that the current risks pointed will affect everyone to a certain extent. In this context, this study makes a theoretical discussion on the concept of “risk society” through the reflections of the uncertainty caused by the pandemia on human relations, family, education and economic institutions. The uncertainties caused by the Covid-19 outbreak affect all people to a certain extent, individuals experience existential anxiety both for themselves and their relatives and individulas are more pessimistic about the future.
