93 Harbi veya 1877-1878 Osmanlı-Rus Savaşı, Osmanlı tarihinde cephe hattında alınan bir yenilgiden çok ötedir. Bu savaşın en önemli taraflarından biri, Balkan coğrafyasının pek çok noktasında yerleşik olan Müslüman ahalinin yerlerini terk etmek zorunda kalmasıdır. Öyle ki bu göç faaliyeti, dalgalar halinde devam etmiştir. Osmanlı devlet erkânı, mal ve mülklerini bırakan, sadece canlarını kurtarmak adına düşmandan kaçan tebaasının sıkıntılarını gidermek adına büyük gayret göstermiştir. Balkanların birçok noktasından harekete geçen muhacirlerin duraklarından biri de Üsküp’tür. Osmanlı Devleti’nin ve Üsküp halkının muhacirler için yaptığı yardımlar ve alınan tedbirler bu araştırmanın konusunu oluşturmuştur. Başlı başına bir çalışma konusu olmakla birlikte, muhacirlerin Üsküp’te yaşadıkları sıkıntılar, göçmen ahalinin perişan hali, bu kadar büyük bir göç dalgası ile şehrin, şehir sakinlerinin ve devletin maruz kaldığı sorunlar, temelde Üsküp Muhacir Komisyonu belgeleri ışığında aydınlatılmaya çalışılmıştır. Muhacirler için Üsküp’te kurulan Muhacir mahallesindeki kalıcı iskân birimleri ve köylerin iskâna açılması üzerinde durulan diğer bir husustur.
The 93 War or the 1877-1878 Ottoman-Russian War is far beyond a defeat taken on the front line in the Ottoman history. Although it was a subject of study on its own, the difficulties that the expatriates experienced in the Episcopal, the disruptive state of the immigrant capacity, the problems that the city, the city residents and the state were exposed to with such a large wave of immigration, were mainly tried to be illuminated in the light of the documents of the Episcopal Expatriate Commission. For the Muhacir, the permanent iscan units in the Muhacir neighborhood established in the Eclipse and another is the focus on the opening of the iscan of the villages.
