Abstract:

With the transition from industrial society to information society in the world and in our country, the usage areas of information and communication technologies in public and private administrations have become increasingly widespread. Factors such as globalization and change have made it necessary to use internet technology in administrations. Principles such as transparency, participation, accountability and openness, which are effective in the restructuring of public administrations, are also the principles that should be given importance in local administrations. As a result of the development of technology, it has become necessary to use new technologies within the scope of digital transformation in local governments in order to benefit more from information and communication technologies. It has been seen that it is possible to provide services in the electronic environment in local governments, with the expected benefit from electronic service delivery methods applied in the central government. Different applications have been developed in local governments in order to provide more qualified, higher quality and more efficient service to local people by using internet, information and communication technologies. Thanks to the digital transformation applications put into practice by local governments, it can respond to the needs of local people in a shorter and faster time, making their daily lives easier. In this context, it is aimed to reveal the effect on local governments thanks to the digital transformation applications carried out in local governments. It has been examined what practices local governments have implemented by using information technology. Suggestions have been developed in order to provide the expected benefit from digital transformation in local governments.
