Abstract:

With the Syrian Civil War, the world's ancient problem came to the fore again: Immigrants. Even though immigrant, asylum seeker and refugee are used interchangeably with the effect of conceptual confusion, problem and solution proposals for the problem were opened to discussion from different perspectives. With the issue of immigrants, Europe reopened its old notebooks and the issue started to be discussed on the axis of diasporas. The talk of diasporas, which constitutes the main axis of the article, gains importance at this point. In the article that will be discussed through the example of the Turkish Diaspora, the subject is; will be discussed with a changing paradigm: Development Policies. When the Turkish Diaspora is mentioned, the first thing that comes to mind is undoubtedly Turkish workers who immigrated to Germany. Immigrants, which Germany used as a development move after the Second World War, turned into unwanted guests in a short time and Germany unilaterally stopped the migration train. Especially with globalization, changing expectations and perceptions have made themselves felt in the field of economy, and development policies have undergone radical changes. For this reason, the “development policies” that constitute the change paradigm of the article were chosen, and it aimed to examine the direction in which the contribution of the Turkish Diaspora to the world economy in the past has developed today. In the article, which aims to fill the gap within the scope of the changing development policies in the literature, two institutions that cannot find sufficient academic promotion opportunities especially in Turkish publications will be examined and the studies carried out by the Turkish Cooperation and Development Agency (TIKA) and the Presidency for Turks Abroad and Related Communities (YTB) on behalf of the Turkish Diaspora will be discussed in the article.
