2008 küresel krizinin ardından dünyada, sürdürülebilir büyümenin sağlanabilmesi için sanayileşme ve sanayi politikaları yeniden önemli bir ekonomik ve politik gündem haline gelmiştir. Bunun en somut örneklerinden biri Avrupa Birliği’nin 2020 Stratejisi ile AB’de imalat sanayinin ulusal hasıla içindeki payını, 2013’teki yüzde 15 seviyesinden yüzde 20’ye çıkarmayı hedeflemesidir. Nitekim Sanayi 4.0 ismi ile anılan yeni teknolojik gelişme gündeminde Almanya başı çeken ülkelerden biridir. Bu bağlamda, küresel sınai ve teknolojik rekabet ve belirsizlik ortamında Türkiye gibi henüz olgun bir sanayi ülkesi olamamış ülkelerin geçmiş sanayileşme serüveninin ele alınması, hangi koşullar altında hangi politika uygulamalarının ne gibi sonuçlar ürettiğini irdelemek, geleceğe dönük etkin sınai politika çıkarımları yapabilmek için kuşkusuz bir gerekliliktir. Bu çalışmanın amacı, Türkiye Cumhuriyeti’nin kuruluşundan itibaren hangi sınai strateji ve politikaların uygulandığını, uygulanan sınai strateji ve politikaların imalat sanayinde ne gibi değişimler meydana getirdiğini ortaya koymaktır. Bu bağlamda, sınai politika değerlendirmeleri, Türk imalat sanayi açısından kritik tarihsel olay ve dönemeçler, önemli sınai strateji ve politika değişiklileri gözetilerek belirlenmiş dönemler çerçevesinde ve önemli ulusal belgelerin incelenmesine dayalı olarak yapılacaktır. Türkiye’de sınai politika değerlendirmelerinin ardından, belirli parametreler çerçevesinde Türk imalat sanayine ilişkin istatistiki verilere ve çalışmalara dayanan analizlere yer verilecektir. Böylece Türkiye imalat sanayinin mevcut durumu, Türkiye’nin sanayileşme serüveninin geldiği son aşama değerlendirilecektir.
After the 2008 global crisis in the world, industrialization and industrial policies have again become an important economic and political agenda for sustainable growth. One of the most concrete examples of this is that the EU’s 2020 Strategy aims to raise the share of the manufacturing industry in the EU’s national revenue from the 15 percent level in 2013 to 20 percent. In fact, Industry 4.0 is one of the leading countries in the new technological development agenda. In this context, in the environment of global technical and technological competition and uncertainty, it is undoubtedly a necessity to deal with the past industrialization of countries that have not yet been a mature industrial country like Turkey, under which conditions which policy practices produce what consequences, to be able to make effective future-oriented technical policy outcomes. The aim of this study is to reveal what technical strategies and policies have been implemented since the establishment of the Republic of Turkey, what technical strategies and policies have made changes in the manufacturing industry. In this context, the evaluation of the technical policy will be carried out on the basis of critical historical events and events from the point of view of the Turkish manufacturing industry, the monitoring of important technical strategy and policy variations within the defined periods and the study of important national documents. After the assessment of the technical policy in Turkey, the statistical data and studies based on the Turkish manufacturing industry will be included in the framework of certain parameters. Thus, the current state of the manufacturing industry in Turkey will be assessed as the last stage in which the industrial development of Turkey is coming.
