Osmanlı Devleti’nin kuruluşundan sonra Anadolu ve Balkan topraklarında yapmış oldukları fetihler ile geniş bir coğrafyaya yayılmışlardır. Geniş bir coğrafyada yayılmış olan devletin kendi özgü bir millet sistemi oluşmuştur. Kuruluşunda dini esaslara dayalı bir dini sistem oluşturan Osmanlı Devleti hükmettiği topraklarda yaşayan milletleri, dini inanışlarına göre Müslüman ve Gayrimüslim olarak ayırmıştır. Bu ayrım özünde millet sistemini oluşturmuştur. XIII. Yüzyılın sonları XIV. Yüzyılın başlarında kurulan ve XV. Yüzyılda yükselme dönemini giren ve imparatorluk olarak üç kıtaya yayılan Osmanlı Devleti hükmü altında olan halkları milliyetini göre değil dini inancına göre ayırarak kurmuş olduğu millet sistemini yüzyıllarca devam ettirmiştir. Bu dönem içinde gayrimüslimlere Osmanlı topraklarında hükümdar tarafından yaşama hakkı tanınmıştır. Dini ve ticari haklar verilmiş, gayrimüslimler kendi cemaat hukukları ve örfi hukuklarını uygulamaları serbest bırakılmıştır. XVIII. Yüzyılın sonları XIX. Yüzyılın başlarında Avrupa’da meydana gelen Fransız Devrimi ve devamında ortaya çıkan ulus temelli fikir akımları çok uluslu imparatorlukları etkilemiştir. Çok uluslu bir imparatorluk olan Osmanlı İmparatorluğu da yeni ulusalcı, özgürlükçü ulus devlet fikirlerinden etkilenmiştir. İmparatorluk bu dönemde askeri ve ekonomik açıdan zor günler yaşamakta olduğu için Avrupa’da yeni gelişen fikir akımlarından etkilenmemek için birtakım önlemler alacaktır.
