İnşaat işleri insanların hayatında önemli bir yer tutar. Barınma ihtiyacının ortaya çıkması ve insanların kaliteli binalar üretmeye çalışması bu işlerde uzmanlaşmayı zaruri hale getirmiştir. Bu uzmanlaşmanın görüldüğü devletlerden biri de Osmanlı Devleti’dir. Geniş topraklarda hüküm süren Osmanlı Devleti’nin büyümesiyle birlikte bina yapımı ve onarımı gibi hizmetler de artmaya başlamış, zamanla bu hizmetleri gören uzman bir tabaka ortaya çıkmıştır. Gerek devletin merkezinde gerekse taşrada teşkilatlı bir yapıya sahip esnaf grupları, inşaat işlerini yürütmeye devam etmiştir. Hassa Mimarlar Ocağı bu teşkilatın en üstündeki birim olarak karşımıza çıkmaktadır. Taşradaki mimarların ve diğer yapı ustalarının çalışma düzeni ve idarecilerinin görevlendirmelerinde en önemli rol mimarbaşı başkanlığındaki Hassa Mimarlar Ocağı’na düşüyordu. Ülkenin genelinde bu işlerle ilgilenen, mimar, neccar, benna, demirci gibi esnaf grupları teşkilat nizamına uygun şekilde hizmet veriyordu. Kadim bir Osmanlı şehri olan Konya’da, XVIII. yüzyılda, mimarların ve inşaat işleriyle uğraşan diğer esnaf gruplarının yoğun bir şekilde çalıştıkları görülmektedir. Özellikle mescid, medrese ve cami gibi bazı binaların tamiri bu dönemde sıkça karşılaşılan durumlardandır. Tamir işlerinde önce bir heyetle keşif yapılarak masraflar tespit edilmiş, daha sonra görevlendirilen ustalar bu keşfe uygun olarak hizmeti gerçekleştirmiştir. Bu çalışmada öncelikle Osmanlı Devleti bünyesinde inşaat hizmetlerinin işleyişi ele alınacak ve bu alanda görev yapan esnaf gruplarının teşkilat yapısına değinilecektir. Daha sonra ise Konya şehrinde XVIII. yüzyılda bu hizmetlerin nasıl verildiğiyle ilgili belgelere dayalı olarak tespitlerde bulunulacaktır.
Construction works hold an important place in the lives of people. The appearance of the need for accommodation and the attempt of people to produce quality buildings has made the specialization in these jobs difficult. One of the states in which this specialization is seen is the Ottoman State. With the growth of the Ottoman State, which ruled in the widespread territory, services such as building construction and repair have also begun to increase, with time a specialized layer that has seen these services has emerged. In the whole country, trade groups, such as architects, neccar, benna, demirci, who were interested in these works, served in accordance with the organization's regulations.
