Türkiye 2000`li yılların başında iki büyük ekonomik kriz yaşamıştır. Kendine özgü dinamiklere sahip olan bu krizler toplumun sosyoekonomik yapısınıda derin yaralar açmıştır. İçsel şokların etkisiyle ortaya çıkan ve temelleri çok daha önceden atılan 2001 krizi Türkiye`ye özgü bir krizken, 2008 krizi dışsal şoklardan kaynaklanan küresel bir krizdir. Bu sebepden, başta alınan mali ve parasal tedbirler olmakla her iki krizi bir birinden ayrıştıran bir çok farklı nokta tespit edilmiştir. Krizler sonrasında ekonomide yaşanan daralmalar ve istikrarsızlık ortamı makroekonomik göstergelere de yansımış ve bir çok makroekonomik değişken gelişmelerden olumsuz etkilenmiştir. Ayrıca, her iki kriz sonrasında TCMB`nin politika uygulamaları yetersiz kalmış ve politika çerçevesi yeniden şekillenmiştir. Bu bağlamda, çalışma 2001 Türkiye krizi ve 2008 küresel krizinin ortaya çıkış süreçlerine ve bu süreçlerin ekonomide yaratdığı etkilere ışık tutmaktadır. Bununla beraber, her iki krize yönelik alınan politika tedbirleri ve bu tedbirlerin nihai sonuçlarının değerlendirmesi de makalede yer almaktadır.
Turkey has experienced two major economic crises in the early 2000s. These crises, which have their own dynamics, have caused profound injuries to the socio-economic structure of society. The 2001 crisis, which has emerged by the influence of internal shocks and has been founded much earlier, is a crisis that is specific to Turkey, while the 2008 crisis is a global crisis caused by external shocks. For this reason, many different points have been identified that distinguish both the crisis from one, with the initially taken financial and monetary measures. The environment of economics crises and instability has also reflected macroeconomic indicators and has been negatively affected by many macroeconomic variables. Furthermore, after both crises, the policy practices of TCMB remained insufficient and the policy framework was re-formed. In this context, the study highlights the emerging processes of the 2001 Turkish crisis and the 2008 global crisis and the effects of these processes on the economy. However, the policy measures taken towards both crises and the evaluation of the final outcomes of these measures are also included in the article.
Turkey at the beginning of the 2000’s had experienced two major economic crisis. These crises, which had unique dynamics, opened deep wounds to the socioeconomical structure of society.The 2001 crisis that emerged as a result of internal shocks and foundations which were laid a long time ago, was a Turkey-specific crisis, but the 2008 crisis was a global crisis stemming from external shocks. For this reason, with the financial and monetary measures taken in the first place, many different points have been identified that differentiate the two crises from each other. In the aftermath of the crises, the recession and instability in the economy were reflected in macroeconomic indicators and many macroeconomic variables were adversely affected by the developments. In addition, the CBRT's (Central Bank of the Republic of Turkey) policy implementations were inadequate and the policy framework was reshaped after both crises. In conclusion, the purpose of this study is about to define the emerging period of Turkish crisis of 2001 with 2008 Global crisis and effects of these crisis on economy. In addition, political counter-measurements and final solutions of these measurements are placed on this study too.
