Yüzyıllar boyunca Balkanlarda hâkim olan Osmanlı Devleti, hem milliyetçilik hareketleri sonucunda hem de Avrupalı devletlerin bu bölgeye müdahaleleri ile Balkanlarda oldukça zor bir duruma düştü. Osmanlı Devleti, Balkanlarda var olan sıkıntıyı çözmek amacıyla bölgeye yönelik bazı faaliyetlerde bulunduysa da bunlar bölgedeki sıkıntıları çözmede yeterli olmadı. Bu süreç Balkan Savaşlarının patlak vermesiyle devam etti. Balkan Savaşlarının ortaya çıktığı sırada Osmanlı Devleti, durumun ciddiyetinin henüz farkında değildi. Dahası Balkanlı milletlerin çeşitli ittifaklar yapmak suretiyle kendi aleyhine birleşeceklerine ve neticede Osmanlı Devleti’ne karşı savaşacaklarına da ihtimal vermiyordu. Ne var ki durum hiç de Osmanlı Devleti’nin beklediği gibi gelişmedi ve Osmanlı Devleti, Balkan Devletleri ve dolaylı olarak onları destekleyen dönemin büyük devletleriyle savaşmak zorunda kaldı. I. Balkan Savaşı’nı kaybederek bölgeden çekilmek zorunda kaldı. Ancak Balkan devletleri, beklemedikleri bu zafer sonucunda birbirlerine düştüler ve Osmanlı Devleti de bu durumu değerlendirdi. Çalışmanın amacı, hem Balkan Savaşlarını farklı bir açıdan değerlendirmek, hem de bu savaşların kaybedilmesinde etkili olan unsurları araştırmak ve ortaya koymaktır.
The Ottoman State, which has ruled in the Balkans for centuries, has fallen into a very difficult situation in the Balkans as a result of both nationalist movements and the intervention of European states in this region. Although the Ottoman State had some activities towards the region in order to solve the problem in the Balkans, they were not enough to solve the problems in the region. This process continued with the outbreak of the Balkan Wars. At the time of the Balkans wars, the Ottoman state was not yet aware of the seriousness of the situation. Moreover, the Balkan nations did not have the possibility that they would unite against themselves by making various alliances and eventually fight against the Ottoman State. However, the situation did not evolve as the Ottoman State expected, and the Ottoman State had to fight with the Balkans and the great states of the time that indirectly supported them. He was forced to withdraw from the region by losing the First Balkan War. But the Balkan states fell to each other as a result of this unprecedented victory, and the Ottoman State also assessed this situation. The aim of the study is to evaluate both the Balkan Wars from a different perspective, and to explore and reveal the elements that are effective in the loss of these wars.
As of early the first decade of the 20th century, the Western European model of nationalism began to challenge the Ottoman arrangement of cultural management in the Balkans. The Ottoman Empire's attempts to prevent the spread of the Western European model of nationalism in region were frustrated and this process continued with the outbreak of the Balkan Wars. In fact, the Ottomans were probably unaware of the seriousness of the situation in Balkans. Moreover, the Ottomans couldn't predict that the Balkan nations would unite against them by making various alliances but in the end the Ottoman State was forced to declare war on the Balkan League. The developments that led to the war did not go unnoticed by the Great Powers, although there was an official consensus between the European Powers over the territorial integrity of the Ottoman Empire. Each of them unofficially took a different diplomatic approach due to their conflicting interests in the area against the Ottoman State. As a resut, the first Balkan war was resulted in defeat of Ottoman Empie. But although the Balkan allies had fought together against the common enemy, the Balkan states were dissatisfied with the outcome of the war. This situation led to new conflicts, in particular the second Balkan war and the Ottoman Empire took advantage of the situation to regain some lost territories from the previous war. From this perspective, the main purpose of this article is to assess and investigate the Balkan Wars from a different perspective and reveal the factors that played role in the loss of these wars.
