T.C. Kültür ve Turizm Bakanlığı’nın son yıllardaki taşınmaz kültür varlıklarının onarım çalışmalarına maddi katkı sağlaması, ülkenin çeşitli yerleşim merkezlerinde restorasyon projelerinin ve uygulamalarının yapılmasını teşvik etmiştir. Ancak teşvik bedeli piyasa değerinin 1/3 kadar olabilmektedir. Geriye kalan bütçeyi mülkiyet sahibinin temin etmesi gerekmektedir. Teşvik yasasına rağmen Isparta halkı tarihi yapıların restorasyonuna ilgi göstermemiş, restorasyon maliyetlerini yüksek bulmuş, Bakanlığın teşvikini yetersiz bulmuştur. Diğer taraftan kentteki sivil mimarlık örneklerinde hızlı bir yıkım söz konusudur. Bu kayıpların devamını önlemek amacıyla Isparta’da İl Kültür ve Turizm Müdürlüğü, Mimarlar Odası Şubesi ve Üniversite işbirliği ile ortak bir çalışma yapılması kararlaştırılmıştır. Tescilli sivil mimarlık örneklerinin mülkiyet sahipleri ile görüşülerek sadece Kültür ve Turizm Bakanlığı’nın teşvik bedeli karşılığında bu yapıların koruma restorasyon projelerinin hazırlanması konusunda anlaşmaya varılmıştır. Hasan Acar evi de, bu anlaşma çerçevesinde ele alınan bir sivil mimarlık örneğidir. Yrd. Doç. Dr. M. Elif ÇELEBİ KARAKÖK tarafından Süleyman Demirel Üniversitesi döner sermaye koordinatörlüğü bünyesinde yapının restorasyon projeleri hazırlanmıştır. Bu projeye uygun olarak restorasyonu yapılan Hasan Acar Evi, Isparta’nın geleceğe kazandırılmış bir kültürel mirasıdır.

Registered civil architecture samples have been discussed with the owners of only the promotion fee of the Ministry of Culture and Tourism and agreed on the preparation of the conservation restoration projects of these structures. Hasan Acar House is also an example of civil architecture addressed in the framework of this agreement. by Yrd. and do. Dr. M. Elif ÇELEBI KARAKÖK has prepared the restoration projects of the structure within the return capital coordination of the University of Süleyman Demirel. The Hasan Acar House, which was restored in accordance with this project, is a cultural heritage to the future of Isparta.
