Az gelişmiş ve gelişmekte olan ülkeler için öncelikli hedef iktisadi kalkınmanın gerçekleştirilmesidir. Onlar için iktisadi kalkınmanın temel göstergesi ise sanayileşmektir. Bu görüş ikinci dünya savaşından sonra hızla ülkelerin ekonomik hayatına damga vurmaya başlamıştır. Ancak bu sanayileşme politikasının finansmanının zorluğu zamanla kendini göstermiştir. Bu yüzden ülkeler yoğun olarak dış finansman kaynaklarına başvurmuşlardır. Ancak yardım olarak alınan kaynaklar ülkeleri, yardım yapan ülkelere bağımlıhale getirdiği için sonuçları borçlanmadan daha ağır olabilmektedir. Ayrıca sanayiye dayalı kalkınmanın, bölgesel kalkınma farklılıklarına neden olması da son dönemde ülkeleri farklı kalkınma arayışlarına yöneltmiştir. Bu aşamada ortaya çıkan en önemli araç ise turizmdir. Birçok ülkenin sahip oldukları kültürel zenginlikler ülkeleri daha çok turizme yöneltmiştir. Artık turizm, merkezi yönetimden alınan destekler ve yerel yönetimlerinin çabalarıyla ülke kalkınmasının önemli bir finansmanı haline gelmiştir.Amasya ise bölgesinde turizmi bir kalkınma aracı olarak görmektedir.Çalışmada ilk olarak iktisadi kalkınmada dış finansmanın önemi, bölgesel kalkınma aracı olarak turizm ve son olarak ise Amasya örneği ele alınmıştır.

However, the resources have taken as aid because of making them to dependent to the owner of the aid, their result can be heavier than borrowing.In addition, because of the reason of the industrial development making regional development differences, it makes the countries look for different development models. The most important tool at this stage is emerging tourism. Almost the cultural wealth of every regions of the countries have led them to tourism. For the regional development of the countries, the tourism sector has been an important development financial resource through the efforts of local government financing.Amasya accepts the tourism sector as a regional development tool.In the study, firstly, the importance of the external financing of economic development, secondly tourism as regional development tool and finally Amasya example are discussed.
