Disability is essentially a phenomenon advanced from the perspective of the individual. The individual’s physical or mental insufficiency does not constitute the main obstacle. The religious, social, economic and cultural infrastructure that the societies possess determines the approach to the disabled. The disabled individuals form a group of disadvantaged people in the social life stream, who are less desirable for visibility in the public space. The concept of social state, in the framework of equal opportunities, is the responsibility of protecting the rights of persons with disabilities – without distinction from others – as it protects the right of each individual to live. The socio-economic infrastructure that individuals have is also effective in ensuring the social order. Among the members of society, the better the living conditions will be, the anomaly that will arise will be less or no. One of the factors that form the foundation of social irregularity is that individuals are unable to participate in the labour force. In this context, employment policies for disabled people are also important for social peace and well-being. One of the most fundamental factors that will enable disabled individuals to integrate with society in their living conditions is that we see them as qualified individuals to organize their lives at a sufficient level for them. But in this way the obstacles disappear. This study provides an explanation of what the concept of disability is defined in the context of the World Health Organization (WHO), how disability sociology is based on developments in the historic process, what are the disability models that show their perspectives of disability, what are the rights that disabled individuals in Turkey, in the constitution, laws, regulations and regulations, and how much of these rights are provided to disabled individuals in the social, economic, physical and cultural environment.
