Kamu hizmetlerinin üretim ve sunumunun gerçekleştirilmesi amacıyla Neoliberal politikalar çerçevesinde devletin etki alanının en aza indirilmesi amacıyla finansman yönünde dönüşümün meydana gelmesiyle Kamu Özel İşbirliği modeli ortaya çıkmıştır. 1990 yılında Kamu Özel İşbirliği modelini ortaya çıkaran ve uygulamaya koyan ülke Birleşik Krallık olmuştur. Modelin kullanımı ülkelerin artan altyapı yatırımları için gerekli olan finansman kaynaklarına olan ihtiyaç çerçevesinde Avrupa ve diğer gelişmiş ülkelerde uygulanmıştır. Küresel dinamiklerin KÖİ modeline olan yaklaşımı rehberlik ve öneri niteliğinde olmuştur. 1990 yılından 2018 yılına kadar uluslararası kurumların yaklaşımı çerçevesinde Dünya Bankası, OECD, Avrupa Birliği, IMF, Uluslararası Kredi Derecelendirme Kuruluşlarının yaklaşımı ele alınacaktır. Türkiye’deki modelin doğuşu, hukuki altyapısı ve uygulamaları hakkında literatürdeki (kitap, dergi ve bildiri vb. )kaynaklar dikkate alınarak Türkiye’de uygulanan KÖİ modelinin finansal değerlendirilmesi yapılarak bütçenin sürdürülebilirliğini etkilememesi amacıyla alınabilecek önlemler üzerinde durulacaktır.

From 1990 to 2018, the approach of the World Bank, OECD, European Union, IMF and international credit rating agencies will be taken into consideration within the framework of the approach of international institutions. There are books, works, articles, reports and papers in the literature about the birth of the PPP model, legal infrastructure and its applications in Turkey. Therefore, fiscal evaluation of PPP model implementations will be made in Turkey and it will be emphasized of the preventions that it can be taken in order not to affect the sustainability of the budget.
