Günümüzde birçok değişimin temelinde bilim ve teknoloji yatmaktadır. Yaşanan değişimin gözlemlenebileceği en önemli örnek bilimin üretildiği mekânlardır. Bu konuda bir merkez olan üniversitelerin her yönüyle ele alınması, değişimi gözlemlemek ve öngörülerde bulunmak için önemlidir. Üniversiteler birçok açıdan incelemeye tabi tutulmaktadır. Bu çalışmada literatürde görece daha az durulan bir konu sorunsal edilmiştir. Çalışmanın amacı Osmanlı Devleti’nden günümüze üniversite rektörlerinin belirlenme usulünü incelemektir. Literatürde üniversiteler tarihi farklı sınıflandırmalara tabi tutulmaktadır. Bu çalışmada üniversiteler tarihi, üniversitelerdeki dönüşüm ve rektörlerin konumu göz önünde bulundurularak beş ana bölümde kurgulanmıştır. Birinci bölümde ilk Darülfünun kurma çabası ele alınmıştır. Bu dönemde düzenlemelerde nazırın yönetimi söz konusu olsa da yönetim müdürler eliyle yürütülmüştür. İkinci dönemde eminlikler dönemidir. Burada seçim usulü benimsenmiş ve bu sistem 1933 yılına kadar devam etmiştir. Üçüncü dönemin başladığı 1933’te gerçekleştirilen reformla Darülfünun ismi yerine üniversite; emin yerine rektör kavramları kullanılmıştır. Atama sisteminin benimsendiği bu dönem, 1946 yılına kadar devam etmiştir. Dördüncü dönemin başladığı 1946’da üniversitelerde özerklik anlayışı ve bununla ilişkili bir şekilde seçim sistemi benimsenmiştir. Bazı değişiklikler olmakla birlikte bu sistem 1981 yılına kadar devam etmiştir. Son dönem 1981 yılında başlamıştır. İlk olarak atama sisteminin benimsendiği bu dönemde 1992-2016 yılları arasında seçim sistemi uygulanmıştır. 2016 yılında tekrar atama sistemine geçilmiş ve 2018’de YÖK’ün atama konusundaki tasarrufları kaldırılarak atama yetkisi yalnızca Cumhurbaşkanına bırakılmıştır.
Nowadays, science and technology are the basis of many changes. The most important examples of life change can be observed are the places where science is produced. It is important to address all aspects of universities that are a center in this matter, to observe change and to make forecasts. The universities are subject to examination in many ways. There is a relatively less literary issue in this study. The purpose of the study is to study the procedure for determining the university directors from the Ottoman State to the present day. In literature, universities are subject to different classifications in history. In this study, the universities were established in five main sections, taking into account the history, the transformation in universities and the position of the directors. In the first part, the first step was to build the Darülfün. In this period, the management of the Nazareth is concerned, but the directors are handled by hand. The second period is the period of certainty. The election process was adopted here and this system continued until 1933. Third period began in 1933 with the reform carried out in Darülfün's name, the university was used by the concepts of rector instead of assured. The period in which the designation system was adopted continued until 1946. In 1946, when the fourth period began, the concept of autonomy was adopted in the universities and the electoral system in connection with it. Despite some changes, this system continued until 1981. The last period began in 1981. The first time the designation system was adopted in this period, the electoral system was implemented between 1992-2016 years. In 2016 it was translated into the re- appointment system and in 2018 the appointment authority was left only to the President by removing the savings on the appointment of the YÖK.

The aim of the study is to examine the method of determination of university rectors from the Ottoman Empire to the present. In the literature, universities are subject to different classifications. In this study, the history of universities, considering the transformation in universities and the position of the rectors are arranged in five main sections. In the first chapter, the attempt to establish the first Darülfünun is discussed. In this period, although the management of the minister was in the regulation, management was carried out by the managers. The second period is the period of custodians. The election procedure was adopted and continued until 1933. With the reform in 1933, which began in the third period, the name of Darülfünun instead of university; Instead of custodian, rector concepts were used. This period, when the appointment system was adopted, continued until 1946. In 1946, when the fourth period began, the autonomy approach at universities and the related electoral system were adopted. Although there were some changes, this system continued until 1981. The last period started in 1981. First of all, the appointment system was adopted and between 1992 and 2016 the election system was implemented. In 2016, the appointment system was adopted. In 2018, YÖK's savings in designation were abolished and the power of appointment was left to the President.
