Yeni Ortaöğretim Tarih Ders Programları ve Kitaplarında Değerler Eğitimi

Abstract:

Tarih dersleri ile yerel, ulusal ve evrensel değerler öğrencilere kazandırmada kullanılan temel dersler arasındandır. Özellikle milli-manevi, dini ahlaki ve sosyal değerlerin oluşturulması ve aktarılmasında tarih eğitimi oldukça işlevseldir. 2017 yılında kabul edilen yeni Tarih, İnkılâp Tarihi ve Atatürkçülük, Çağdaş Türk ve Dünya Tarihi ve Türk Medeniyet Tarihi dersleri öğretim programı ile 9. sınıf tarih ders kitabını değerler eğitimi açısından inceleyen bu çalışmada doküman incelenmesi yöntemi kullanılmıştır. Verilerin analizi aşamasında ise betimsel ve içerik analizi tekniklerinden yararlanılmıştır. Çalışmanın bulgularından hareketle programlarda öğrenme ve öğretme sürecinin değer odaklı olması ve değer aktarımının bütüncül bir bakış açısıyla verilmesi ve kazanımlardan kopuk olmamasının istendiği görülmektedir. Yeni Tarih, İnkılâp Tarihi ve Atatürkçülük, Çağdaş Türk ve Dünya Tarihi ve Türk Medeniyet Tarihi dersleri öğretim programlarındaönceki programlarda örtük olan verilen değerler “adalet, dostluk, dürüstlük, öz denetim, sabır, saygı, sevgi, sorumluluk, vatanseverlik, yardımseverlik” gibi temel kategoriler altında toplanmıştır. Bunların yanında temel kavramlarla ilişkili tutum ve davranışlar 35 madde altında listelenmiştir. Çalışmanın sonucunda programların teorik kısmında oldukça ayrıntılı olarak verilen değer ifadelerinin ünite, kazanım ve konu açıklamalarıyla ilişkilendirilmediği ve bu durumun yeni tarih ders kitabını olumsuz etkilediği görülmüştür. Öğretim programının değer aktarımını, sadece öğretmenlerin inisiyatifine bırakmış olması; bizzat programın belirlediği değer eğitiminin merkeze alınması, bütüncül olması, ders konularıyla ilişkili verilmesi, sınıfın dışına çıkılması, öğrencilerle birlikte yakın çevresine değer öğretimi yapılması gibi söylemleri boşa çıkartmıştır.

The Values Education In The New History Curriculums and Textbooks

Abstract:

History is among the courses that are used in conveying the local, national, and universal values. History course is significantly functional in the creation and convey of especially national-moral, religious, and social values. This study examined History and Revolution History and Kemalism programs that have been accepted in 2017 and 9th grade history textbook in terms of values education through document analysis. The data were analyzed using descriptive and content analysis techniques. The findings showed that the teaching and learning process is required to focus on values in the new programs, presenting of values should be made holistically, and the values should be integrated into the objectives. The values involved in the previous programs in a hidden way were classified under main categories such as “justice, friendship, honesty, self-regulation, patience, respect, love, responsibility, patriotism, helpfulness.” Additionally, attitudes and behaviors related to main concepts were listed under 35 items. As a result of the study, it was observed that the detailed values presented in programs weren’t associated with units’ objectives and content, which adversely affected the new history textbooks. The program left the transmission of values to the initiative of the teachers. This situation failed the discourses such as centering on the values education, being holistic, associating values with the content, and going beyond the classroom. Thus, it can be stated that the values education which was argued to be centered in the new program has remained unfulfilled.
