Abstract:

The emergence of the women councils in Turkey corresponds to the mid-1990s. The women councils, which began to have a more institutional nature with the regulation of city councils in 2006, emerge as an effective tool in providing local democracy, participation and local governance. Today, the demand and expectations of citizens make local governance required in the delivery of various urban services. In this context, the Women Councils can play a role for the women being more visible in urban life, for possibility of local governance, for and provision of local services in cooperation with local governments. In the study, whether the women councils can be an actor in the provision of local services, or the role of women councils on that issue; and the findings obtained from the interviews conducted with the members of The Women Council of Karatay District of Konya will be included.
