Abstract:

Black Sea region, which has a strategic location, next to the security of economic opportunities, is of great importance in terms of being energy and transport corridor. Black Sea as the location today, EU, USA, Turkey and Russia into the area of the intersection of major Eurasian powers and is the transition area between Central Asia and Europe. At the same time, an important transit route for Caspian energy imports carries position. the Crimea which is in the central location on this route, has a special significance. This region is given to Ukraine by Khrushchev in 1958, then was accepted as an error by Russian nationalists, has been criticized. After the collapse of the Soviet Union in the Crimea, Ukraine has remained in the territory. It emerged after the collapse of the Soviet Union, one of the major issues, has been the Black Sea fleet in Crimea. Current fleet in the Black Sea between Russia and Ukraine apportionment process, has created serious tensions between the two countries. Because of this tension also has taken a long time to resolve the issue of sharing. The tension between the two countries between 1992-1997, this dispute has considerably increased, the blood pressure lowering and formal interviews were conducted to obtain results. Sharing and the Crimea Black Sea fleet on the status of these negotiations an agreement was reached in 1997. The whole problem finishing this deal, as the Russian military presence in Crimea and Crimean, conjuncture changed at any moment when a new crisis between the two countries could potentially challenge continues.
