Özellikle 1970’li yıllardan itibaren hızlı nüfus artışı ve sanayileşmeye bağlı olarak doğal kaynakların bilinçsizce tüketilmesi ve önüne geçilemeyen çevre tahribatları, 1992 Birleşmiş Milletler Rio Çevre ve Kalkınma Konferansı’nda sürdürülebilir kalkınma kavramını ve önemini her yönüyle ortaya koymuştur. Bu kapsamda 21. Yüzyıla her konuda hazırlıklı girmek ve gelecek nesiller için bugünün imkânlarını göz önüne alan sürdürülebilir kalkınma programlarının hazırlanarak kentlerde uygulanmasını sağlamak amacı ile öncelikle Gündem 21 Eylem Planı hazırlanmış ve sonrasında bu planın yerel uygulamaları için Yerel Gündem 21 Eylem Planları ve Kent Konseyleri oluşturulmuştur. Türkiye’de Yerel Gündem 21 ve Kent Konseyleri, 1997 yılında uygulanmaya başlanmıştır. Kent konseyleri sayesinde yerel yönetimler, yerel halkın düşünceleri doğrultusunda gerçekleştirdikleri faaliyetler ile halk ve merkezi yönetim arasında bağlantı sağlamaktadır. Aynı zamanda kent konseylerinde vatandaşların isteklerinin göz önüne alınması ve yönetime katılma duygusunun yaşatılması, yönetime ilişkin istendik geri dönüşlere yol açmaktadır. Kent konseylerinin etkin ve verimli çalışılması isteniyorsa mutlak suretle kent konseyleri bünyesinde değişik konularda çalışma / dayanışma gruplarının kurulması, kadın ve gençlik meclislerinin oluşturulması, özel ilgi gruplarının meydana getirilmesi, mahalleler düzeyinde katlımların sağlanmasına yönelik çalışmaların yapılması ve sivil toplum örgütleri ile işbirliğinin güçlendirilmesi sağlanmalıdır. Çalışmada kent ve kentleşme kavramlarına, Gündem 21 Eylem Planına ve temel özelliklerine, Yerel Gündem 21 uygulamalarının önemine, Kent Konseylerinin durumuna ve yaşanan sıkıntılara değinilmiş, Kent Konseyleri tarafından uygulanabilecek etkinlik örnekleri verilmiştir.
In particular since the 1970s, the unconscious consumption of natural resources and unprecedented environmental damage due to the rapid population growth and industrialization, the 1992 United Nations Conference on Environment and Development in Rio presented the concept and importance of sustainable development in all aspects. In this section 21. To be prepared for the century in all matters and to ensure the implementation in cities by preparing sustainable development programmes taking into account the possibilities of today for future generations, first the Agenda 21 Action Plan was prepared and then the Local Agenda 21 Action Plan and City Councils were created for local implementations of this plan. Local Agenda 21 and City Councils in Turkey began to be implemented in 1997. Through the city councils, local governments provide connections between the activities they carry out in accordance with the opinions of the local people and the public and central administration. At the same time, taking into account the desires of citizens in the city councils and living the feeling of participation in the administration, leads to the desired returns to the administration. If the work of the municipal councils is effective and efficient, the establishment of working/cooperating groups on various subjects within the municipal councils, the establishment of women and youth councils, the establishment of special interest groups, the conduct of work to ensure contributions at neighborhood level and the strengthening of cooperation with civil society organizations should be guaranteed. The study focused on the concepts of urbanization, the Agenda 21 Action Plan and its basic characteristics, the importance of the Local Agenda 21 practices, the state of the City Councils and the difficulties that are undergoing, showed examples of activities that can be implemented by the City Councils.
Especially after the 1970’s depend on rapid population increase and urbanization, unconsciously consuming of the natural sources and environment destruction which can not be prevented is put forward in all aspects of the concept and the importance of sustainable development at the United Nations Rio Environment and Development Conference in 1992. In this context, with the aim of beginning ready for 21. century in every respect and preparing sustainable development plans that consider todays possibilities for future generation and providing to perform in cities, firstly Local Agent 21 has been prepared, and after Local Agent 21 Activity Plans and Urban Councils have been created. In Turkey, Local Agent 21 and Urban Councils have been started to perform in 1997. Local authorities through city councils provide a connection between public and centralized administration by the activities that realize in accordance with the thoughts of local public. At the same time, considering of the citizens’ desires and making feel of the participation sense in city councils causes intentional turnarounds related to the administration. If it is demanded to be efficient and productive of city councils, it certainly should be provided to establish of study / cooperation groups in different subjects depend on city councils, to generate assembly of women and youth, to compose of special care groups, to work out for ensuring participations in level of district and to strengthen of collaboration with civil society organizations. In study, it is mentioned from the concept of urban and urbanization, Agent 21 and its fundamental features, importance of Local Agend 21 practises, situation of Urban Councils, and discomfort experiences; and it is given some activity examples to perform by Urban Councils.
