The population of countries is one of the main policy issues. Since the establishment of the Republic of Turkey, many policies have been developed related to the population. Until the 1950s (due to the wars and migrations, the number of the population was reduced), it was seen that the population was increased unplanned and uncontrolled; with the establishment of SPO, it can be roughly said that the planned policies are carried out for population reduction. The AK Party governments have adopted policies, especially since 2008, to increase the population both quantitatively and qualitatively. In the study, after the descriptive expression of the periods before 2008, by using the discourse and content analysis on CHP, MHP, HDP, TOBB, TÜSİAD, EU and similar stakeholders, policies based on natural population growth, which were implemented in the period following 2008, were discussed. As a result of the analysis, institutions with economic development goals state that an increase in population will be benefited by Turkey as long as the demographic changes are well-evaluated and due precautions are taken. In addition, the institutions that prioritize social, political and human achievements have the view that it is not right to carry out such policies over women's identity, and that socio-economic and political requirements rather than economic development should be met.
