Reasons necessitating establishing districts in increasing numbers since the foundation of the Republic have not been analyzed sufficiently. Although developments in the areas of transportation, communication and technological developments that provide convenience to administration techniques and public services are expected to decrease the number of districts, the process in Turkey is just the contrary. Increase in population and political preferences which are cyclically being brought to the agenda prevented forming an optimal scale that will meet economic conditions, geographical situation and public services' necessities. Findings acquired from the justifications for the foundation of 69 districts that have been newly established with 104 motions between 2008 and 2012 presented to the Grand National Assembly of Turkey (TGNA) verify this process. Compelling reasons for the establishment of new districts are usually shaped with the presentation of the local services and cyclical demands rather than depending on objective criteria. Thus, the process prevents forming an optimal scale for districts. This study aims to contribute to the solution of the problem by analyzing the motions for the establishment of districts
