Üretim ve iş süreçlerinin her aşamasında yeralan hizmetler sektörünün istihdam, dış ticaret, yatırımlar ve büyüme bakımından ülke ekonomilerindeki önemi son otuz yıl içinde hızla artmıştır. Uluslararası hizmetler ticareti içinde ihracat, ülkelerin büyümesine doğrudan, istihdamına ise dolaylı olarak etki etmektedir. Bazı hizmet faaliyetlerinin ihale edilmesi (offshoring) hizmetleri ihale eden ülkelerde hizmetler sektöründe istihdamı olumsuz etkileyebilmekte hizmetlerin ihale edildiği ülkelerde ise hizmetler sektöründe istihdamı artırabilmektedir. Bu çalışmada Türkiye’de hizmetler ihracatının hizmetler sektöründe istihdam yaratmaya etkisi olup olmadığı ampirik verilerle analiz edilmiş ve göreli olarak ulaşım, seyahat gibi alt kategorileri kapsayan ikinci grup hariç, olumlu veya olumsuz herhangi bir ilişki bulunamamıştır.
The importance of the service sector in the country’s economies in terms of employment, foreign trade, investments and growth has rapidly increased over the past thirty years. Exports within international trade directly affect the growth of countries and indirectly affect employment. Offshoring services may have a negative impact on employment in the service sector in the countries where the services are offered, while employment in the service sector may increase. This study analysed with empirical data whether the export of services in Turkey has an impact on the creation of jobs in the service sector and has not found any positive or negative relationship except for the second group covering subcategories such as transport, travel.
