Abstract:

Language is a cultural value that it is to form the future of countries. For reason, countrys is to notice language as if plan and work area. Language education to supply individual socialization and relations of governance between citizens. Much more than important policy is reading and writing education between government languages education policies. Reading and writing education policies have two directions: to increase quantity and to determine quality. The method that is determined to educational quality most of the important factor among others. Recently "the sound-based sentence method" that is new educational method is testing about basic educate reading and writing for the first time. This method is tried for the first time from the Declaration of the Republic of Turkey to today. According to teachers opinion, beginner level Turkish can teach by this method but This method has negative side that is to run wrong education of languages.
