Political participation is a concept which handles the mutual relationship between political power and individuals and expresses citizens’ actions aimed to influence political power. Political participation which is taken shape by many factors such as age, education level, income level and is a multidimensional phenomenon covering many aspects such as being interested in, voting, being a member of a political party and protests, is accepted as a important criterion in order to determine the level of development of societies in terms of human rights and democracy. Political participation has to contain not only the rights of citizens but also the rights of immigrants in Today’s Europe. The immigrants who have been accepted as permanent residents from 1960s is a significant proportion in the population of Europe. Political participation of immigrants who have significant population size is found important for the ideal of a democratic Europe. When the citizens of member states became EU citizens the possibility of political participation has increased but, significant process in rights of third-country citizens residing in EU has not been achieved at the Union level. However, the right of political participation of immigrants has been recognised by some EU states within the framework of their historical, ethnic, cultural etc. ties. The situation of Turkey which is an EU candidate state has been comparatively analyzed by taking into consideration the ones who have highest points (Luxembourg-Finland), medium points (Spain-Netherlands) and lowest points (Poland-Romania) from 28 EU states, within Migariton Integration Policy Index (MIPEX) in the framework of “election rights”, “political freedoms”, “advisory bodies” and “practice policies”
